Duration: 8 months

Objectives of the programme:

To ensure that effective WHO country presence is established to implement WHO country cooperation strategies that are aligned with Member State’s health and development agendas and harmonized with the United Nations country teams.

Purpose of position:

To provide regular and up-to-date health information that identifies urgent gaps and support in-depth countrywide health needs assessment.

Duties:

Under the supervision of the Emergency Team Lead and in close coordination with the health authorities in the respective geographical coverage, S/he will coordinate activities in the assigned geographical coverage with a degree of flexibility to play multi-tasks according to the needs and instructions.

The Field Coordinators work in full collaboration with relevant departments, MOH and other ministries, UN agencies and NGOs mainly to provide guidance and advice on various activities ranging from awareness and communication campaigns, over project implementation to monitoring and evaluation.

The field coordinator is expected to carry out the following tasks:

1. Lead the implementation of appropriate preparedness and emergency activities in the designated area, manages awareness campaigns, communication, and training initiatives and provide monthly reports with health information according to the agreed templates to reflect the following:

  • Access and functionality status of the health facilities, availability of health professionals and medical supplies, situation of health provision at primary and secondary health facilities including private sector.
  • Identification of training needs for respective target audiences and development of comprehensive plans for capacity building.
  • Supervision of the health activities in the designated area country and coordination with MoH and health partners including non-governmental organization on identifying needs and gaps during the implementation of health emergency response.
  • Establishment and maintenance of information networks at the sub-national level to facilitate humanitarian information exchange and the promotion of data and information sharing protocols.
  • Establishment and implementation of coordination mechanisms to ensure the concerted approach of WHO in all areas and at all levels in the emergency response operations
  • Support health officials at MoH, Departments of Health and health facilities in data collection, analysis, case definition, verification, outbreak investigation, notification, reporting and documentation.
  • Provide technical assistance for the expansion and running of Emergency Operations Centers (EOC) and coordinate in selected sites for effective coordination of emergency health responses.
  • Engage with all partners and stakeholders in the field to act as an advocate of Universal Health Coverage.

2. The field coordinator will bring burning issues and concerns to the attention of the Emergency Team Lead with a recommended course-of-action, and provide weekly briefings reports with up-to-date health information according to the agreed templates, covering the following aspects:

  • Supervisory and monitoring visits and assessment missions to the field, identify health risks and needs, incl. submission of mission reports and following up on the agreed mission recommendations.
  • Assessment of public health risks and vulnerabilities in selected communities in identified priority districts.
  • Supervision of emergency outbreak interventions in the designated area, disease burden and alerts of communicable diseases.
  • Technical guidance to MoH in rolling out early warning surveillance (EWARN) systems in the context of the humanitarian response to crisis and other emerging challenges. Establish a close working relationship with the Rapid Response Teams (RRT) and District Health Information System focal points and provide technical assistance during field investigation
  • Participatory monitoring of activities carried out by the health partners in targeted districts by visiting and observing their activities at the field level and their office level by reviewing their activity reports.
  • Attend regular coordination meetings with relevant health authorities to monitor and evaluate program implementations, district work plans, facilitation of resource mobilization, prioritization, accountability of all stakeholders and effective decision- making.

Qualifications:

Education:

Essential: University Degree of Medicine in the field of internal medicine, pediatrics, obstetrics, anesthesia and emergency surgery.

Desirable: Post graduate degree in public health or other specialty is preferable.

Experience:

Essential: At least four years of experience in clinical work with practice-based learning and improvement

Desirable: Experience in the field of emergency is preferable.

Languages: Excellent knowledge of English and the Arabic language for speaking, reading, writing and drafting replies.

Other Considerations:
