The American Bar Association Rule of Law Initiative (ABA ROLI) is a non-profit organization that has worked for over 25 years in more than 100 countries to promote the rule of law, advance human rights, strengthen judicial institutions, support legal professionals and advance understanding of the law and rights of citizens. To this end, ABA ROLI has established partnerships with a wide range of actors, including institutions in the justice sector, civil society organizations, bar associations, legal aid organizations and lawyers, among others.

 

Position Overview

 

In anticipation of new funding, ABA ROLI seeks a full-time Field Financial Manager to oversee the financial and administration operations of our office located in Tripoli, Libya. Under the supervision of the Country Director, the Field Finance Manager will work with ABA ROLI program and finance teams to provide financial management of the field office and all ongoing Libya-based programs and ensure compliance with donor and ABA ROLI policies and procedures and local laws.

 

Responsibilities

 

General tasks and responsibilities include, but are not limited to, the following:

 

  • Serve as the principal financial advisor to the Country Director.
  • Manage and maintain all office funds, bank accounts, and petty cash.
  • Prepare monthly field office expense reports in English using QuickBooks software.
  • Prepare financial reports, cash forecasts, staff payroll and tax payments.
  • Conduct monthly cash counts and bank reconciliations.
  • Ensure financial compliance with ABA ROLI, donor, and local tax and account rules and regulations and reporting requirements.
  • Monitor program spending for the duration of the grants.
  • Comply with procurement standards as established by ABA ROLI and applicable donors.
  • Ensure timely payment to vendors in compliance with ABA ROLI policies and procedure, manage relationships with vendors and services providers, and interface with local counsel on matters as needed.
  • Assist in budget preparation, spending and projection analysis, and liaising with DC-based finance staff on key matters.
  • Troubleshoot issues related to payments, bank and account reconciliation, etc.
  • As requested, support other MENA-region offices during program activities as needed.

 

 

  • Train staff as needed on finance-related issues, compliance, procurement, and any policies and procedures necessary to ensure smooth and compliant financial operations.
  • In coordination with DC-based Finance staff, overseeing capacity building of subgrantees on financial management and review of subgrantees’ financial reports.
  • Supervise Libya Finance Officer.
  • Other related duties as assigned.

 

Qualifications

 

  • A bachelor’s degree in accounting, management & administration, commerce or finance.
  • A minimum 8 years of financial management experience within an international non-governmental organization (INGO) or multilateral institution; five of which as a financial manager with supervisory responsibilities.
  • Experience working with US government-funded projects, including familiarity with OMB Circular financial regulations.
  • Experience and familiarity with general auditing principles and standards.
  • Experience establishing internal controls for effective cash management.
  • Experience with, and knowledge of, U.S. Government procurement regulations.
  • Experience with preparing and forecasting budgets.
  • Experience managing staff and working within a team composed of administrative, financial and programmatic staff.
  • Able to use discretion when working with confidential documents and information.
  • Possess a high degree of organization, professionalism, integrity, trustworthiness, and flexibility.
  • Advanced skills in QuickBooks, Excel, and Word.
  • Fluent English and Arabic language (spoken and written) required. French language is also preferred.
