The IRC launched an emergency health response in Libya in September 2016 as the humanitarian situation in the country was deteriorating following the 2014 civil war. Since then, the IRC has broadened its portfolio with health, protection, and governance programs aiming, directly and in partnership, to employ a holistic approach to meeting the needs of crisis affected and vulnerable communities across the Libya to survive, recover, and gain control of their futures.

The IRC has been working to expand its multi-sectoral reach in areas of critical need in Libya, and this includes programming in southern Libya building on past health interventions. Contributing to these efforts is the European Union (EU)-funded “Advancing Capacity for and Coverage of the Essential services package through Systems Strengthening” (ACCESS) program starting up in Wadi Alshati Baladiya (Brak and Algurdha Ashshati and Edre) – one of three geographic ‘lots’ of the ACCESS program. Program and operational support/management in the area includes that which is to be provided via a satellite office in Sabha.

IRC Libya works with Libyan national and local health authorities to provide quality, inclusive health services to vulnerable populations and strengthen the overall health system. Since 2018, the IRC has collaborated with the EU Delegation in Libya and the Ministry of Health (MoH) to develop and pilot the Essential Service Package (ESP), aiming to strengthen existing delivery systems and providing a standardized package of primary health care services to Libyans and non-Libyans. The ESP—composed of two service delivery levels – primary care at Primary Health Care Centers (PHCCs) and secondary care at hospitals—is foundational to the MoH’s strategic reform program, and a key tool in reaching Universal Health Coverage (UHC) for people living in Libya. The ACCESS program is designed to address the need for quality delivery of the ESP and related policies and strategies, and for strengthening management capacity, accountability, and transparency at the District Health Office (DHO) level to oversee and coordinate health services in the municipality in close coordination with other services provided by humanitarian and development actors, while engaging communities to promote health seeking behaviors and ensure services meet their needs.

 

SCOPE OF WORK: The IRC seeks a Field Manager with significant humanitarian and development operations experience to provide field management support at the IRC’s field satellite office(s) in Sabha in southern Libya. The individual must have previous experience working in volatile, operationally challenging environments that feature ongoing insurgencies and/or open conflict. The Field Manager will directly supervise operations/support staff based in Sabha; oversee day-to-day movement, administrative, and other support needs among program implementation staff in close communication with their line managers;  manage the office premises; lead or co-lead as appropriate negotiations for access with local authorities; and support program teams in promoting acceptance of IRC’s program activities within the communities that we serve, while developing/maintaining strong working relationships with her/his counterparts at other INGOs, and local government officials and community leaders if/as required. The Field Manager will report to the Deputy Director for Operations and be based in Sabha with occasional travel to other field locations in the south.

 

DUTIES AND RESPONSIBILITIES:

 

Field Operational Management

  • Coordinate all operational functions in the IRC Sabha office and its program delivery sites to ensure overall management of the south-based operational support team.
  • Ensure compliance with IRC and donor finance and supply chain policies, including all aspects of procurement and logistics asset management.
  • Orient, train, supervise, and mentor operations staff.
  • Identify operational support issues, and work with Program and Operations/finance departments to resolve these issues.
  • Manage field operational budgets and liaise closely with finance to monitor cash flow/projections, review financial reports, and track support spending.
  • Oversee under the auspices of the DDF and DDO the financial management of field office operations, and finance/supply chain staff, including cash management and transactions; organize/facilitate field-level BVA review and communicate identified issues and proposed corrective actions through the appropriate channels.
  • Responsible for safety and security of IRC staff, assets and premises in coordination with the IRC Libya Security & Access Coordinator,and ensure consistent review and updating of security management plans.
  • Ensure operational support for program teams and coordinate with sector coordinators and managers for effective implementation of all project activities.
  • Support needs assessments and program implementation in response to the developing humanitarian situation and contribute to proposal development and budgeting.

 

Strategic Planning

  • Participate in the implementation of the strategic action plan (SAP) for IRC Libya Country Office and ensure participation of field office in strategy related activities.

 

HR and Staff Development

  • In collaboration with country operations leads ensure ongoing capacity building of operations team (SC, HR, Admin, IT & Security) through performance evaluations and individual development plans
  • Support field staff in the implementation of personnel policies including coaching, performance evaluation, staff development, and disciplinary measures.

 

Coordination and Representation

  • Support the DDP and program teams as requested and appropriate toward ensuring quality implementation of the IRC Libya program interventions.
  • As needed/requested, represent IRC in meetings with local authorities, international and national NGOs, and donors, and attend relevant operational coordination meetings at the field level.

REQUIREMENTS:

  • Humanitarian and development professional with at least five years field experience.
  • At least two years relevant experience managing a field office or sub-office.
  • Experience in operations, including security, procurement, and fleet management.
  • Experience with access negotiations and relationship-building with local authorities.
  • Experience in staff supervision, performance management, and coordination.
  • Familiarity with humanitarian programs, including health and protection; experience with recovery and development contexts/programming is a plus.
  • Excellent computer skills, including Microsoft Excel and Word.
  • Strong interpersonal skills and a demonstrated commitment to gender equality, diversity, and inclusion.
  • Must have the ability to work with a broad spectrum of people and effectively represent the IRC and its values.
  • Fluency in Arabic and English.

KEY WORKING RELATIONSHIPS:

Position reports to: Deputy Director for Operations

Position directly supervises: Security officer, Senior HR officer, Senior Finance officer, Supply Chain Manager.

Other internal: Sector Coordinators, DDF, HR Coordinator, Supply Chain Coordinator, Security and Access Coordinator, Deputy Director for Programs, Country Director.
