Libya Program
ICMP is implementing a multi-year project in Libya to assist efforts to account for persons missing in Libya as a result of armed conflict and violations of human rights. Under this project, ICMP will work with government authorities and other institutions, civil society organizations and families of the missing, to facilitate the use of advanced forensic techniques, to build a foundation for rule-of-law institutions that successfully and impartially investigate missing persons cases, and to enable families and other civil society actors to engage in the process.
Under the supervision of the Program Manager, and guidance of ICMP Forensic Anthropologist, the Field Monitoring Officer main duties and responsibilities are the following:
- Assists ICMP in developing archaeological best practice
- Undertakes desktop assessment and analysis and assist in the provision of ICMP archaeological field support
- Coordinates with ICMP support staff, national authorities, and agencies regarding site assessment, excavations, and field monitoring
- Provides ICMP technical assistance to national authorities involved at excavations through implementation of standards for archaeological assessment and excavation
- If required, provides ICMP technical assistance to national authorities involved at examinations through implementation of standards for anthropological assessment
- Contributes to the development and review of Standard Operating Procedures (SOPs) for AAD’s scientific, technical, and logistical processes
Requirements
- BSc or MSc degree in archaeology or related fields
- Six years of relevant professional experience
- Hands on experience in employing forensic archeological skills at excavations of human remains
- Experience in crime scene analysis
- Demonstrable ability to analyse artefacts and information, and experience in drafting excavation reports
- Experience or training in osteology or in a related field like biology or anatomy, proven ability to distinguish human bones from animal bones
- Able to effectively follow strategies planned and implemented by supervising staff, and report upon them
- Abilities in problem solving, negotiation, and communication
- Familiar with the legal process related to field and crime scene work in Libya, including required authorizations, approvals, or clearances for access to sites of forensic interest or mortuary facilities
Mandatory Requirements
- Professional fluency in written and spoken English and Arabic
- Proficiency in Microsoft applications, including Word, Excel and Power Point
- Proven ability to interact positively with colleagues regardless of culture, nationality or gender
- Ability to travel at short notice and to work flexible hours including weekends and evenings
- Commitment to the underlying objective of helping the authorities and families of the missing to account for missing persons in an impartial and transparent manner
Benefits
This position will be based in Tripoli, Libya and may involve travel to the Netherlands or other locations for official business reasons.
This is a full-time fixed term position with a competitive base salary at the LES level 6 on the ICMP Libya salary scale, generous paid leave and extensive health insurance benefits for the incumbent and any eligible dependent. For more details, please see the ICMP website.
