WeWorld-GVC, recently constituted from the merger of two NGOs, is an Italian secular and independent organization working since 1971 in international cooperation and humanitarian aid. Present in 25 countries worldwide to meet the needs of the most vulnerable, especially women, boys and girls, the disabled and displaced, refugees and migrants. WeWorld-GVC (WW-GVC) operates in the following areas of assistance: human rights (gender equality, prevention and combating violence against children and women, migration), humanitarian aid (prevention, emergency relief and rehabilitation), food security, access to water, health and hygiene, education, global citizenship education, quality teaching and international volunteering. WW-GVC works mostly with girls, boys, women and youth, actors of change in every community for a fairer and more inclusive world. Supports people overcoming emergencies and guarantees a life with dignity, opportunities and a better future through human and economic development programs, in the framework of the 2030 Agenda. WeWorld-GVC in Libya

Sectors of Intervention:

WW-GVC has been operating in Libya since 2018 through the implementation of the following intervention sectors:

  • Humanitarian Aid for host, displaced, migrant and refugee populations through projects promoting access to water, sanitation and hygiene (WASH), primary health, etc.
  • Capacity building of Civil Society Organizations (CSOs) and Libyan Municipalities
  • Promoting respect for Human Rights, in connection with the field of humanitarian protection

 

Location:

WW-GVC has been working in Libya since 2018. The organization operates in the West of Tripoli and the South of Libya

 

Job description

The Field Officer will work under the direct management of the Field Coordinator based in the South of Libya and the technical supervision of the Logistics and Procurement Manager based in Tripoli.

She/he will work closely with the Program Manager, the engineers, the partners and the suppliers, to coordinate and supervise the “hard components” (rehabilitation, equipment etc.) of the activities to be implemented within the project.

 

Main tasks and responsibilities

  • Conduct field assessment and follow up visits to the targeted locations.
  • Liaise with Project Manager and Logistics and Procurement Manager to ensure appropriate procurement of goods and work towards cost-effectiveness of logistical systems.
  • Supervise and provide technical support to project rehabilitation activities through coordination with the suppliers, partners and WW-GVC local team.
  • Liaise with local stakeholders for coordination of project activities
  • Conduct regular and ongoing monitoring and reporting on rehabilitation activities, capacity building and community awareness.

  • Ensure efficient utilization and full accountability for the project resources
  • Support the M&E officer in the implementation and regular collection of the Sources of Verifications
  • Conduct staff and community training and other capacity-building initiatives.
  • Coordinate any field implementation including the awareness campaign in the community in close collaboration with other Project colleagues.
  • Prepare district work-plan and progress reports as defined by the project guidelines
  • Facilitate the implementation of appropriate training needs local communities and implementing partner
  • Conduct and contribute to regular coordination meetings
  • Participate in any other job-related activities assigned by superiors
  • Facilitate procurement of materials from approved suppliers working in close collaboration with WW-GVC supply chain team and in line with organizational and donor policies, systems and procedures
  • Support in planning and manage logistics, transportation, and suppliers’ services
  • Ensure efficient utilization and full accountability for the project resources including rehabilitation materials and equipment.
  • Support in drafting BOQ, and the follow up at field level of procurements steps;
  • Keep a repository of all the documents and files, corresponds, relevant to the program/project/office in South Region.
  • Update and maintenance of information databases, such as mailing lists, document tracking systems and reporting systems on the status and completion of technical projects and programs.
  • Follow up on suppliers’ invoices and monthly payments and report it to the finance manager.
  • Participate in any other task related activities assigned by superiors.

 

ESSENTIAL REQUIREMENTS

Qualifications and Knowledge

  • Computer literate – Basic MS Word, Excel, Power Point, and Project.
  • Arabic native speaker.
  • Proficient knowledge of spoken and written and English.
  • High Diploma or University degree.

 

Professional experience

  • Minimum 2 years of relevant work experience.
  • INGO working experience in Libya

 

Personal skills

  • Good time-management and organizational skills.
  • Team player.
  • Good interpersonal skills including ability to gain trust, build relationships and promote team spirit.

Monthly gross salary range: To be defined according to the candidate’s profile
