Duties and Responsibilities
This position is located in the Budget Unit within the United Nations Support Mission in Libya, based in Tripoli. The Budget Assistant will report directly to the Budget Officer, and will be responsible for the following duties:
• Assists with the preparation/formulation of cost estimates and budget proposals, in terms of mission’s financial resourcing requirements such as staff and non-staff requirements in compliance with the Controller’s instructions, including programmatic aspects; assists, reviews and revises data with respect to the finalization of the budget proposals as well as Result Based Budgeting inputs.
• Generates and assists in the preparation of budgetary reports, including statistical/financial data for tables, charts and spreadsheets using office software and templates; and prepares and customizes financial reports.
• Assists in supporting programme/fund center managers (Substantive, Security and Support Sections) with respect to the elaboration of resource requirements for budget submissions.
• Provide guidelines and verification on coding block for mission acquisition/requisition request and for any other non-staff cost requirements.
• Supports the administration and monitoring of extra-budgetary and additional grant resources, including review of agreements and cost plans, ensuring compliance with regulations, rules and established policies and procedures.
• Supports with the review in ensuring the efficient and effective use of budgetary resources through robust monitoring of budget utilization to the approved budget and timely provision of information to Mission management for decision making.
• Provides support and guidance to fund centers/program managers on budget implementation and processes corrective actions where necessary.
• Assists with the preparation of budget performance reports for the mission, ensuring that correct and accurate data/information is provided by the various program / fund center managers in compliance with the Controller’s instructions.
• Review/monitor mission open obligations (pre-commitments and commitments) on monthly bases with concern parties.
• Provides support to Fund Center managers for the year-end reviews of budget commitments in accordance with established criteria.
• Performs other duties and ad-hoc tasks as assigned concern fund and grant management.
Qualifications/special skills
A minimum of five (5) years work experience in the fields of Accounting, Finance or related area is required.
High school diploma or equivalent is required.
A professional qualification in budget or administration related subject is required.
Proven experience working with Enterprise Resource Planning (ERP) systems is desirable.
Experience with finance related areas within the UN system or other international/local development organization is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the Individual Contractor services advertised, fluency in oral and written English is required.
Additional Information
Recruitment as Local Individual Contractor shall be made in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country and shall comply with any host country agreement in effect.
Applicants who are not nationals from Libya must meet the relevant employment requirements of the host country, including fulfilling visa or work permit stipulations.
