BACKGROUND
Founded in 1933, the International Rescue Committee (www.Rescue.org) responds to the world’s worst humanitarian crises and helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future. In more than 40 countries and over 20 U.S. cities, the IRC address the immediate and lifesaving needs of people affected by crisis and the recovery and reconstruction needs of post-conflict societies.
The IRC began operating in Libya from 2011 to 2012, supporting women-led Libyan organization to assist people fleeing violence. IRC re-entered Libya in 2016, providing targeted support to the failing health system in Misrata. Through a multi-sector, multi-donor portfolio supported by the UN, US, UK and European institutional donors, the IRC’s work in Libya has since expanded to include health, protection, governance and civic engagement programs supporting vulnerable host communities, internally displaced persons (IDP), refugees, asylum seekers, and migrants. Working directly and In partnership with local and international organizations, the IRC’s portfolio in Libya reaches communities in Western, Eastern, and Southern Libya.
SCOPE OF WORK
IRC Libya is seeking qualified candidates for a Finance accounting and budgeting consultancy to support local partner organizational capacity development initiatives. Specifically, the Finance consultant will play a key role in designing and delivering Finance training for IRC Libya partner, Y-PEER, in close coordination with the IRC’s Finance Coordinator and project leads. The consultant will directly train and help Y-PEER to develop Y-PEER’s finance policies. This will be carried out under close supervision and guidance from IRC Libya’s Finance department. The Finance consultant will be responsible for managing the process of developing finance policies and procedures related to Y-PEER Libya. She/he will receive onboarding and training as needed by IRC on Finance procedures and partnership principles at the outset of the assignment. S/He will carry responsibility for the integrity of the assigned capacity development tasks according to donor requirements and international standards.
More specifically, the Finance consultant shall consist of providing support to Y-PEER to:
- Assess the current status of the existing financial management system and practices, build and identify capacity gaps and areas which require improvement and strengthening.
- Put in place the necessary finance procedures, practices and trainings for Y-peer staff to fill capacity gaps and strengthen the finance department.
- Support the development of a financial management and reporting system and ensure its full implementation afterwards.
- Supervise and support the finance officer in the daily bookkeeping entries.
- Carrying out controls and filing of all payment documents, invoices and other financial documents relating.
- Make sure that administrative and financial documents are correctly filed and archived according to best practices and a written archiving policy.
- Implement cash control mechanisms that are adapted to Y-PEER structure and activities.
- Prepare and be responsible for conducting periodic audits.
- Perform on-the-job trainings for Y-Peer’ Finance officer and provide the required technical support in preparing and developing the monthly financial report.
- Manage finance agreements between Y-Peer and all entities which will eventually fund Y-Peer.
- Support the new finance officer in the Preparation and presentation of the budgets, monthly reporting of accounts and financial forecasts.
- Support the finance officer in monitoring the budget for overspending.
- Assume other tasks as directed by the Head of Y-PEER and assist in implementing the activities, especially in assisting the Project Coordinators in their technical management tasks.
- Carryout the necessary research and identify the best suitable accounting system to meet the organization’s needs.
Qualification requirements
- University Degree in Accounting and Finance or any subject of relevance for the position or equivalent.
- Minimum of 5 years professional experience in Finance, accounting and/or auditing,
- Well developed skills in setting priorities, coordinating tasks and a pro-active approach of work.
- Excellent organizational and management skills. Very well organized and structured work style
- Able to work both independently and as part of a team in a multicultural environment.
- INGO experience preferred.
- Fluency in Arabic and English.
- Demonstrated analytical skills.
- Great teamwork skills.
- Ability to meet short deadlines.
- Proficient in Microsoft office (Word, excel, PPT, etc.)
