Finance Coordinator – Tunisia/Libya
WORK CONTEXT
Cesvi is operating in Libya since 2011 as the first Italian NGO to take action, in the aftermath of the Arab Spring, through humanitarian projects in Cyrenaica and Tripolitania. Nowadays Cesvi is one of leading NGOs in Libya, very active in the coordination of various sector working groups – in particular protection ones – with a diverse donors’ portfolio and serving all vulnerable target populations.
In detail, Cesvi has been implementing programs supporting mixed migrants, IDPs and vulnerable host communities through service provision. This include center-based and outreach protection activities (including child protection and GBV), warehouse management, non-food distributions, awareness-raising activities, psychosocial support, referrals to external services, cash assistance and non-formal education.
In Tunisia Cesvi has started to approach relevant stakeholders, including donors and other INGOs that have a consistent and well-rooted presence in the country, in order to gain a better knowledge about the Tunisian context, identify the main gaps and funding opportunities, and map the operating organizations with the ultimate goal of starting activities in the country.
JOB DESCRIPTION
The collaboration will start between January and March 2022.
The main duty station will be the Country Office in Tunis with remote management and regular missions to Libya, if the security conditions allow it.
The Finance Coordinator Tunisia and Libya will respond to the Area Manager in HQ and the Head of Mission (HoM) on the field.
He/she will work in close collaboration with the Area Administrative Coordinator based at HQ, the Co-Heads of Program and the PMs.
He/she will manage local staff in Tunis and remote management of staff in Libya
He/She will be member of the Senior Management Team (SMT) composed by the Head of Mission, the Operations Coordinator, the HR Coordinator, the Co-Heads of Programs and the Strategic Development and Quality Coordinator.
The Finance Coordinator is in charge of the punctual financial management & control, accounting and financial reporting to Cesvi HQ, donors and other stakeholders and promotes cost-effectiveness in project activity implementation.
Main tasks and duties:
- Financial monitoring of the projects implemented in the Country
- Supervise the staff that work in updateing the Prime entry and Balance Forecast Update (BFU) on monthly basis
- Every two-month submission of BFU to the HQ in collaboration with the PM and under the supervision of the HoM
- Update Share costs plan on quarterly basis in strict collaboration with HoM
- Supervise local admin staff for the management of petty cash, cash book and bank books and signed (after verification) the reconciliation
- Prepare draft of interim financial reports and final financial reports
- Assist each PM in the preparation of the cash flow needed and the Request for Funds to the HQ or Request for Payment
- Organize training meetings on administrative procedures (for partners and local staff)
- Support each PM in drafting new proposals
- Donors’ Audit and Expenditure verification and Country Audit for registration
- Supervise the organization of all Donor’s Audit requests and Expenditure verification in coordination with HQ, according to Cesvi external audit procedure
- Supervise the organization of the Country Audit in Tunis (and in contact for Country Audit in Libya) needed for the registration in coordination with HQ
- Support the efficient office management
- Ensure a proper written handover by the end of the contract
ESSENTIAL REQUIREMENTS
- University degree in accounting, finance, economics or related disciplines
- Minimum 5 years’ experience in financial and administrative management of cooperation and development projects
- Extensive experience of working within a senior management role within a complex country programme in an emergency response or fragile state;
- Experience in remote management mechanisms;
- Experience in reinforce existing procedures and systems for financial management and control, and review them for efficiency when appropriate;
- Good knowledge of main donors’ administrative rules and procurement procedures, notably UNHCR, Unicef, DEVCO;
- Strong budgeting and financial management skills;
- Accountancy skills;
- Ability to prepare financial reports/ new budget proposal/ forecast and financial planning;
- Experience in managing grant contracts;
- Communication skills with ability to work closely and support with CESVI local, expatriate staff and partners;
- Solid diplomatic skills: the ability to manage a variety of internal and external relationships, especially with partners;
- Strategic thinking and innovation;
- Highly result oriented;
- Good ability to manage large workload and stressful situations;
- Excellent problem-solving and analytical skills;
- Ability to work under pressure (instable environment, working to/meet deadlines);

- Fluency in English (written and spoken).
DESIRABLE REQUIREMENTS
- Prior experience in security-sensitive environments;
- Skills in developing, delivering and evaluating training for staff members;
- Knowledge of Arabic and/or French.

Therefore, in order to protect its staff, an assessment of their suitability for the position in each mission is carried out before departure. Such assessment is done by the Occupational Doctor of the Organisation, who will also examine the vaccination coverage, including the anti-Covid19 vaccination.
