Position Title: Finance Manager.

Position Reports to: Finance/Admin Director.

Field Site: Tripoli.

Date needed: ASAP.

 

Job Summary:
The Finance Manager (FM) is responsible for day to day administrative and financial activities in the field to ensure that all requirements are processed in due time in compliance with IMC’s financial policies and procedures. This position includes frequent movement/travel between Tripoli & Tunis to ensure proper support is given to the finance team.

The tasks include are not limited to;

Accounting:

  • Review the process and payments of staffs, suppliers, contractor, etc.
  • Ensure all supporting documents attached to the vouchers are available and in accordance with donor’s regulations and policy as well as IMC’s financial and procurement policies and procedures.
  • Monitor and report any outstanding operational advances to FAD to ensure an appropriate and timely liquidation of them.
  • Supervise the maintenance of an organized filing system of vouchers to ensure the immediate availability of the documents.
  • Collaborate with the banks all financial and banking matters such as a collection of bank statements, cash withdrawal/deposit, payments etc.
  • Check the accuracy, authenticity and completeness of all supporting documents attached to the voucher prior to the release of payments by FO.
  • Ensure that Cash Transaction Journal (CTJ) and Bank Transaction Journal are updated on a daily basis in Cost Point.
  • Perform the physical cash count of field sites Petty Cash (PC) fund and ensure that report of daily cash balance to HQ LA/Split is submitted on time.
  • Review the monthly cash reconciliation and bank reconciliation report from the field to ensure cash is balance with the BTJ, CTJ & cash count.
  • Prepare the fund transfer request to HQ Split to replenishment PC fund of field sites.

Financial Management and Coordination:

  • Coordinate with field Logistics department and Finance/Admin Assistant various audit requirements (Internal Auditor’s ToT and External Auditors project/financial audit).
  • Assist FAD in identifying external auditor to do the project audit whenever needed.
  • Support and guide program staffs on IMC’s financial policy & procedures.
  • Provide support to Logistics and Procurement staffs in ensuring compliance with IMC’s Procurement Policy & Procedures.

Administrative Tasks in Day-to-day Activities in the Field:

  • Responsible to keep an organized filing system of finance documents in the field site to ensure immediate availability of them for quick reference.
  • Supervise the monthly scanning of HRA & FAA to be sent to IA Split Croatia.
  • Upload scanning documents in ICloud system.
  • Perform other tasks assigned by the FAD.

Skills & Qualifications:

  • Graduate of Business Administration, Accounting, similar credentials or work equivalent.
  • Experience in managing the team.
  • Good reporting skills with a high level of Excel literacy.
  • More than 5 years of finance experience.
  • Minimum of 3 years’ experience in a finance leadership position.
  • Strong communication and interpersonal skills.
  • Skills in written and spoken English.
  • Professional, flexible, highly motivated and organized.
  • Strong organizationalskills, problem-solving and ability to initiate, organize and prioritize tasks.
  • Open, collaborative and proactive leadership style.
