Position: Finance Officer

Type of contract: Employment Full term – 10 months contract renewable, with 3 months probationary period

At present, the main donors are Italy (AICS), the EU (DG ECHO), UNICEF, OCHA, and Belgium (DGD).

GVC in Libya

Sectors of Intervention:

GVC has been operating in Libya since 2018 through the implementation of the following intervention sectors:

  • Humanitarian Aid for host, displaced, migrant and refugee populations through projects promoting access to water, sanitation and hygiene (WASH), primary health, etc.
  • Capacity building of Civil Society Organizations (CSOs)
  • Promoting respect for Human Rights, in connection with the field of humanitarian protection

Location:

GVC has been working in Tripoli. The organization starting new programs in the West of Tripoli and the South of Libya

Job description

Under the supervision of the Finance Manager, the Finance Officer will be responsible for overall accounting and financial management of the WWGVC projects in Libya. He will report to the National Coordinator as hierarchic manager and technically to WWGVC Country Finance Manager (based in Tunis).

Main tasks and responsibilities

  • Assist the Finance Coordinator with day-to-day accounting operations
  • Assist the Finance Coordinator to ensure financial and administrative management functions are performed in accordance with internal policy and procedures
  • Produce monthly cash and bank reconciliation statements
  • Prepare and manage monthly forecasts and maintain rolling cash flow projection
  • Ensures the maintenance of accurate records of financial transactions of the projects in order to monitor financial status of all project activities.
  • Ensure proper end of month reporting, with accounts reconciliation and reports maintained along with the necessary proof of payments
  • Administer HR policies including terms & conditions of service, salaries & benefits, employment contracts, leave records etc…
  • Ensure the policy, procedures and practices relating to taxation comply fully with all legal and regulatory requirements
  • Manage the petty cash
  • Check, before recording any entry, that the invoices are compliant with WW-GVC’s regulations and procedures
  • Assist with the production of financial reports, and conduct the appropriate financial analysis of funds transfers and expenditures
  • Monitors overall budget consumption and assist the Finance Manager in monthly budgets follow-up
  • Other duties as assigned

ESSENTIAL REQUIREMENTS

Qualifications and Knowledge

  • Computer literate –MS Word, Excel, Power Point, and Project.
  • Arabic native speaker.
  • Proficient knowledge of spoken and written and English.
  • Bachelor’s degree in finance, accounting, economics, or related area, or equivalent experience
  • Experience working with international field office accounting, budgets, and project accounting desired

Professional experience

Relevant professional experience in a financial position for at least three years

Personal skills

  • Ability to coordinate several tasks at the same time
  • Strong organizational skills and capacity to analyze and prioritize needs.
  • Strong communication, analysis and reporting skills

DESIDERABLE REQUIREMENTS

  • INGO working experience in the administrative and/or HR department
