GLOBAL OBJECTIVE OF THE POSITION
The Finances Officer supports the Administration Coordinator in processing accounting and financial transactions.
She/he is in charge to implement and to monitor in close collaboration with the Administration Coordinator, administrative and financial procedures on his base.
She/he manages the cash processes (cash transfer, donor payment…) at the base level under the supervision of the Field Coordinator.
RESPONSIBILITIES
- Accounting management
- Control of the enforcement of cash payments rules and of good registration of the transactions,
- Send the monthly accountancy package to the Coordination,
- Send all supporting documents linked to the accounting closure to the Coordination
- Responsible of the check of the base accountancy (descriptions, accounting codes, financial lines, etc),
- Supervise the physical check of the invoices and cash inventories in each Journal,
- Cash Management
- Establish a statement of needs for liquid assets in consultation with the Field Coordinator,
- Carry out withdrawals and payment of advances, in accordance with established procedures,
- Keep the advance books and cash journal,
- Record budget allocations and accounting codes of the expenses,
- Before recording, check that the supporting documents complies with Handicap International procedures,
- Ensure that accounting documenting are translated if necessary,
- Convert currencies at the line manager’s request,
- Check cash balances daily and report any discrepancies to the line manager,
- Archive accounting documents in accordance with Handicap International procedures, after a final check of supporting documentation,
- Ensure cash box security and confidentiality of information
- Administrative follow up
- Monitor the implementation of the administrative, financial rules and procedures,
- Ensure the respect of the administrative calendar,
- Follow up the lease agreement
- Ensure completion of paper and digital filing, as well as securing administrative documents on his base
- Ensure the back up of all files at base level on a regular basis and ensure the filling of these documents
- Legal follow up
- Follow the evolution of the national laws and policies
- Prepare and control the tax payment (income taxes, VAT…)
- Reporting/Communication
- Maintain relationships with other NGO & INGO, authorities and other partners on request
- On request, participate in meetings (donor, authorities, NGO forum…) and workshops relating to his/her field of activity and write up minutes to the line manager

REQUIRED PROFILE
The successful applicant must meet the following requirements:
- Diploma in Finances, Management or related domain
- At least 2 years of professional experience in humanitarian and/or development context
- At least 1 year mandatory on a similar position
- Good stress management
- Resistance to pressure
- Analytical capability
- Organized and methodical
- Reliable
- Strong sense of responsibilities
- Strong listening and empathy skills
- Ability to adapt, manage priorities and be pragmatic
- Diplomatic and with a sense of negotiation
- Good communication skills
- Honesty and rigor
- Excellent communication skills and ability to convey positioning and values of the organization
- English mandatory (oral and written) ; Arabic knowledge is a strong asset
