Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political, and non-religious international aid organization. Our teams are committed to supporting civilian victims of marginalization and exclusion, natural disasters, wars, and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads an average of 190 projects per year in the following sectors of intervention: food security, health, nutrition, infrastructure, WASH, and economic recovery. PUI is providing assistance to 5 million people in 21 countries – in Africa, Asia, Middle East, Eastern Europe and France in 2017.
PUI started implementing operations in Libya since 2017, so far, PUI is focusing on the health care issue, by providing primary health care (PHC) services to internal displaced populations and their host communities, migrants refugees and asylum seekers in the eastern cities of the country. PUI is recreating an access to essential package of health care including communicable and non-communicable diseases, medical screening, sexual and reproductive health and psychosocial support interventions via Mobile Health Teams. Furthermore, PUI is reinforcing sensitization, communication and prevention on health care topics within the communities. |
Job Description |
Overall purpose |
Under the direct supervision of the Program Manager, the Flying SRH Doctor provides Sexual and Reproductive Health Care consultations as part of the essential health care package delivered by the mobile health teams. This will include antenatal care, postnatal care, other basic maternal, neonatal and child health services, family planning, basic gynecological care and Sexual and Gender Based Violence support and initial clinical services.The Flying SRH Doctor is also expected to provide primary health care and medical consultations as necessary, taking into account physical, psychological and social factors when diagnosing an illness and provides the recommended treatment. S/he will be responsible of the physical examination, prescription, referral through the appropriate pathways and the follow up of the patients. When performing those tasks, s/he will insure the compliance with clinical guidelines, universal precautions and procedures. The schedule of the deployment of the Flying SRH doctor with the mobile teams will be organized in close collaboration with the mobile health clinic activity manager according to the specific needs of each location. |

Specific Responsibilities |
1. ENSURE AND CONDUCT SEXUAL AND REPRODUCTIVE HEALTH & PRIMARY HEALTH CARE and RELATED DUTIES· Ensure that all patients and their relatives are treated equally with respect of ethical and confidential issues, according to Première Urgence Internationale Chart and rules
· Assess and diagnose patients by taking history, physical examination and basic available investigations · Carry out first aid care and treatment according to protocols · Provide recommended treatment using National guidelines and protocols, PUI protocols and International protocols; adjusted to the individual needs of the patient and at lowest cost · Provide Antenatal Care, Postnatal Care, Family Planning and Basic Gynaecological care for relevant patients · Provide Primary Health Care to patients as necessary, particularly for female patients and for infants and young children · Refer patients to Secondary Health services, including high risk pregnancies, according to the assessment, and ensure referral documents accompany the patients; · Follow up retro-information after referral of patient with the referral facilities · Refer patients to the Psychosocial support (PSS) Officer for mental health psychological support according to the needs · Identify and manage Sexual and Gender Based Violence survivors from a clinical and psychosocial perspective, and ensure linkage to appropriate protection and legal services · Provide individual health education to patients concerning their health, treatment and prevention of diseases, including safe motherhood and Infant and Young Child feeding education · Record accurately and on a readable manner, the clinical case management on the patient health card (history taking, physical examination, treatment, investigation, etc.) and patient registration book · Maintain and promote patient confidentiality regarding patient information and records, and ensures informed consent for appropriate cases and management plans · Adhere to infection-control and health care waste management policies and protocols, medication administration and storage procedures, and controlled substance regulations · Adhere to diagnostic and therapeutic standards · Ensure coordination and continuity of care through verbal and written reports and coordination with Nurse, PSS officer, and other Health team members · Give technical supervision to Nurses and other health Collaborators; and ensure the follow-up of protocols · Assist in the training of other health team members · Keep up to date with medical developments, new treatments/medications and protocols and guidelines · Be available on call for emergencies 24/7 |
2. COORDINATION AND REPORTING· Reports concerns or requests from patients or their families about PUI services
· Attend Première Urgence Internationale team meetings when required · Collaborate with other organisations when required · Provide information to the MHT activity manager about health status trends, gaps and needs in the communities treated (e.g. psychological support, the prevalence of water-borne diseases, etc.) · Draw up and submit a weekly task report (which should include progress made by the MHT) to the Program Manager · Assist the Program Manager in the development of new interventions and/or adjustment of current interventions. · Submit the activity reports and any exceptional reports in a timely manner · Participate actively in meetings and trainings when required |
3. OTHER DUTIES· Establish with the mobile health team activity manager the schedule of the interventions with the different mobile teams after data analysis and communication with the team leaders in order to establish priorities.
· Reports concerns or requests from patients or their families about PUI services to the Program Manager; · Be aware of the security rules and social and political situation in the field at any time and provide feedback to the Program manager · Follows safety and security rules on-base · Be aware and apply the Internal Regulations (IR) PUI for the mission · Participate in design, planning and implementation of health needs assessments: personal interviews at household level, facilitation of focus group discussions, visits to sites and infrastructures, and meeting with key members of community, children and vulnerable people.
In General, the Collaborator has to remain flexible and to perform any other duties as required for the good care of patients
