Position Title: GBV Capacity Building Coordinator.
Position Reports to: GBV Specialist.
Field Site: Sabha.

Essential Job Duties/Scope Of Work:
GBV Capacity Building Coordinators (CBC) will be responsible for providing capacity building trainings and supervision for the local implementing partners and stakeholders on GBV case management and empowerment activities targeting the conflict-affected and non-/displaced women and girls and survivors of GBV in Tripoli and Sabha, Libya. Under the direct supervision of the GBV Specialist, GBV CBCs work directly with local implementing partners and the focal points from MoH’s and MoSA’s municipal administrative structure. GBV CBCs report to GBV Specialist, manage GBV Officers and Women Empowerment Officers who work at implementing partners’ Women and Girls’ Safe Spaces, ensure GBV guiding principles and survivor-centered approach are abided, and oversee the utilization of GBVIMS+ (GBV Information Management System+).
Under the direct supervision of GBV Specialist:
– Capacity Building:
- Work with implementing partners and local authorities to identitfy and prioritize their capacity development needs in order to manage and deliver quality GBV response and prevention services.
- Conduct capacity assessments and develop capacity development plan for the implementing partners and local stakeholders (MoH and MoSA).
- Provide technical trainings and supervision to support implementing partners to implement their capacity development plans for GBV programming.
- Provide implementing partners and stakeholders with technical support for creating data collection and assessment tools.
- Support implementing partners to utilize data collection and management tools (CommCare and GBVIMS+).
- Support implementing partners and local stakeholders to develop their comprehensive preparedness and contingency plans for GBV response.
- Support implementing partners and local stakeholders for active participation in humanitarian coordination.
- Support implementing partners to develop a beneficiary feedback and complaint mechanism at their WGSS.
- Support implementing partners to ensure the inclusion and participation of disadvantaged groups by using Age, Disability and Diversity Mainstreaming.
- Support implementing partners’ and stakeholders’ information, communication and education initiatives for the dissemination of GBV messages in culturally appropriate ways.
- Support implementing partners and stakeholders to develop IEC materials on GBV awareness
– Case Management:
- Ensure the case management tools are in place and utilized by the implementing partners.
- Ensure the service mapping and area based GBV referral pathways are in place and utilized by the implementing partners.
- Support implementing partners to develop area specific GBV case management SOPs.
- Ensure GBV Officers holding weekly case discussion meetings with the caseworkers of implementing partners.
- Ensure the external referrals (legal aid, child protection, livelihood, and cash assistance) are done to the service providers who abide the GBV Guiding Principles.
- Ensure the survivors’ data are protected and stored and kept safely.
- Train the implementing partners’ staff on GBV case management and the relevant SOPs.
- Identify concerns related to and support adherence to GBV referral protocols and GBV guiding principles and share findings with GBV Specialist and Program Unit.
– Women’s and Girls’ Empowerment:
- Support implementing partners to develop WGSS SOPs.
- Support implementing partners to adapt and tailor existing soft-skill and awareness raising tool-kits (Adolescent Girls Toolkit, IMC’s GBV Awareness Raising Toolkits used in other operations).
- Support implementing partners to collect community inputs for identifying culturally appropriate, needed and meaningful life-skill activities for women and adolescent girls (e.g. literacy courses, language courses, accounting, computer skills, etc).
- Support implementing partner to coordinate with the relevant local capacities and stakeholders to complement the life-skill trainings by finding further education and job opportunities for the beneficiaries.
- Support implementing partners to establish community-based committees (women and girls committees).
– Monitoring, Reporting, and Assessment:
- Regularly ask the feedback and the level of satisfaction of the implementing partners, stakeholders, and beneficiaries to adapt the support.
- Follow up the external referrals to other service providers and ensure that the takeover is done as fast as possible.
- Work closely with M&E Department for capacity building impact assessments.
- Write weekly progress reports for Program Department.
- Provide timely inputs for monthly, quarterly and annual donor reports.
- Share the supporting documents for the implemented activities to M&E and Program Departments.
- Create, update, and follow-up the indicator plans and work plans as needed
- Participate when needed in project assessments: surveys, data collection, filling questionnaires and forms, data entry, conducting interviews with key informants, and focus group discussions with beneficiaries.
– Coordination, Meeting & Representation:
- Develop and maintain effective working relationships with relevant stakeholders, interlocutors, community leaders and other humanitarian actors and service providers.
- Participate in relevant area-based coordination efforts (Are Based Coordination Meetings, National GBV Sub-Sector Meetings, GBV Case Management Task Force Meetings, SRH Working Group Meetings, and Area Based Protection Sector Meetings).
- Liaise with other NGOs for joint events, and campaigns in the areas of responsibility.
- Liaise with the local authorities for agreed standards and provisions and the adherence to the agreed protocols.
- Advocate for the safe service provision for GBV survivors in every possible platform available in areas of responsibility.
- Work closely with MHPSS team for men’s and boys’ inclusion in GBV prevention and response in wider catchment areas.
– Human Resource Management:
- Manage GBV Officer and Women Empowerment Officer.
- Monitor their performances and conduct regular performance reviews.
- Manage their leave requests, and keep a leave tracker.
- Ensure the staff adheres IMC’s Code of Conduct and PSEA policies.
- Support GBV Specialist and Program Department for the new recruitment, and their orientation.
- Monitor and assess the capacity development needs of the supervised staff.
- Train, mentor, and monitor the supervised staff.
- Ensure the logistical support to the GBV Team at site.
Undertake all other duties that may be requested by the line-manager and that are compatible with the job.
Qualifications:
Essential Qualifications:
- Bachelor’s degree in relevant field – law, social work, social sciences, public health, preferred; or a master’s degree in any of them in lieu with 1 year of relevant work experience.
- At least 2 years relevant experience, including a minimum of 1 year implementing protection activities (preferably social work, counselling and case management) in humanitarian or development settings.
- Former management experience is desired.
- Former experience of facilitating technical trainings on public health or GBV is preferred.
- Clear understanding of and interest in the well-being of women and girls, and supporting their healing after the experience of violence.
- Understanding of case management, psychosocial support and life skills programming to promote survivor healing and recovery.
- Excellent understanding of and ability to maintain confidentiality and respect for beneficiaries.
- Commitment to promote women and girls’ rights and stop GBV.
- Basic computer skills including Microsoft Word.
- Experience in regular report writing.
- Very strong communication skills, with good understanding of relevant cross-cultural and sensitive issues and ability to gain trust and to build relationships with local authorities and new communities.
- Strict adherence to Humanitarian and Protection Standards, and GBV Guiding Principles, as well as organizational policies including Code of Conduct and Protection from Sexual Exploitation and Abuse.
- Positive and professional attitude, including ability to lead and work well in a team setting.
- Strong ability to maintain composure, prioritize work under pressure, and work in a difficult environment.
- Flexible, strong analytical skills, network-builder, and able to handle pressure well.
- Fluency in BOTH Arabic and English required.
