Position Reports to: GBV Capacity Building Coordinator.

Field Site: Sabha.

Date Needed: 1st, March 2020.

 

Essential Job Duties/Scope Of Work:

GBV Officers will be responsible for providing direct supervisions to the local implementing partners’ GBV case management response and technical support for their empowerment activities targeting the conflict-affected and non-/displaced women and girls and survivors of GBV in Tripoli and Sabha, Libya. Under the direct supervision of the GBV Capacity Building Coordinator (CBC), GBV Officers work directly with local implementing partners’ caseworkers at their Women and Girls’ Safe Spaces, ensure GBV guiding principles and survivor-centered approach are abided and the utilization of GBVIMS/GBVIMS+ (GBV Information Management System). GBV Officers will supervise the local implementing partners to create an area-based service mapping and referral pathways, to tailor the GBV messages in their awareness raising activities, and to identify community-based risk
mitigation strategies.

Under the direct supervision of GBV Capacity Building Coordinator:

– Capacity Building:

  • Support GBV CBC to identify and prioritize the capacity development needs of implementing partners in order to manage and deliver quality GBV response and prevention services.
  • Support GBV CBC to conduct capacity assessments and develop capacity development plan for the implementing partners.
  • Support GBV CBC to facilitate technical trainings and supervision to implementing partners.
  • Provide implementing partners and stakeholders with technical support for utilizing data collection and assessment tools.
  • Provide technical support for implementing partners to develop awareness raising and IEC materials with culturally appropriate GBV messages.

– Case Management:

  • Oversee the usage of case management tools by the implementing partners.
  • Supervise the implementing partners to develop the service mapping and area based GBV referral pathways and to use them.
  • Work with the implementing partners to develop area specific GBV case management SOPs.
  • Hold weekly case discussion meetings with the caseworkers of implementing partners.
  • Support the implementing partners for the safe external referrals (legal aid, child protection, livelihood, and cash assistance) and follow up on them.
  • Ensure the survivors’ data are protected and stored and kept safely.
  • Assist the GBV CBC to train the implementing partners’ staff on GBV case management and the relevant SOPs.
  • Identify concerns related to and support adherence to GBV referral protocols and GBV guiding principles and share findings with GBV CBC.

– Women’s and Girls’ Empowerment:

  • Work closely with Women Empowerment Officer (WEO) to develop WGSS SOPs, to adapt and tailor existing soft-skill and awareness raising toolkits (Adolescent Girls Toolkit, IMC’s GBV Awareness Raising Toolkits used in other operations).
  • Work closely with WEO establish community-based committees (women committee and adolescent girls’ committee).
  • Work closely with WEO to create the ToRs of the committees and to hold regular meetings.
  • Support implementing partner to train the committee members for GBV risk identification and safe referrals.
  • Support WEO and implementing partners to conduct safety audits and to develop community-based strategies with the committees.
  • Support MHPSS team for men’s and boys’ inclusion in GBV prevention and response in wider catchment areas.

– Monitoring, Reporting, and Assessment:

  • Write weekly progress reports to GBV CBC.
  • Provide timely inputs for monthly, quarterly and annual donor reports.
  • Provide inputs in the indicator plans and work plans as needed.
  • Participate when needed in project assessments: surveys, data collection, filling questionnaires and forms, data entry, conducting interviews with key informants, and focus group discussions with beneficiaries.
  • Regularly seek for clients’ feedback on the case management services undertaken by the implementing partners.
  • Share regular progress reports about implementing partners’ GBV activities to GBV CBC
    Undertake all other duties that may be requested by the line-manager and that are compatible with the job.

Qualifications:

Essential Qualifications:

  • Bachelor’s degree in relevant field – law, social work, social sciences, public health, preferred.
  • At least 1 year of relevant experience with social work, legal counselling, or case management in humanitarian or development settings (master’s degree can be accepted as 1 year of experience).
  • Clear understanding of and interest in the wellbeing of women and girls, and supporting their healing after the experience of violence.
  • Understanding of case management, psychosocial support and life skills programming to promote survivor healing and recovery.
  • Excellent understanding of and ability to maintain confidentiality and respect for beneficiaries.
  • Commitment to promote women and girls’ rights and stop GBV.
  • Basic computer skills including Microsoft Word.
  • Very strong communication skills, with good understanding of relevant cross-cultural and sensitive issues and ability to gain trust and to build relationships with local authorities and new communities.
  • Strict adherence to Humanitarian and Protection Standards, and GBV Guiding Principles, as well as organizational policies including Code of Conduct and Protection from Sexual Exploitation and Abuse.
  • Positive and professional attitude, including ability to lead and work well in a team setting.
  • Strong ability to maintain composure, prioritize work under pressure, and work in a difficult environment.
  • Flexible with working hours.
  • Strong analytical skills and able to handle pressure well.
  • Fluency in BOTH Arabic and English required.
