Blumont is a global organization working with local communities to design and implement innovative approaches to building infrastructure, delivering lifesaving humanitarian assistance, and bridging the gap from early recovery through long-term stability and development. Blumont serves underserved populations, refugees, internally displaced persons, victims of conflict, and tackles development challenges through programming tailored to local contexts and needs in order to empower communities from relief and recovery to sustainable resilience.
Blumont is looking to identify a Gender Specialist for future work in Libya. The anticipated 4-year program is funded by U.S. Agency for International Development (USAID). The goal of the program is to promote an inclusive, private sector led economic growth for vulnerable communities in Libya, increasing employment opportunities and diversification in Libya’s economy to promote resilience.
The Gender Specialist will assist in the implementation of the program’s gender commitments. S/he will work to identify and address the differential experiences of women in business, advance gender equality in entrepreneurship and incorporate gender promotion in the workforce through advanced training
Position Responsibilities:
Other duties include, but are not limited to:
- Lead the strategy and implementation to increase gender equity and inclusion in employment and entrepreneurship
- Consult with women’s associations, beneficiaries, and staff to ensure women’s needs are addressed in project activities
- Inform project monitoring reports
- Conduct skills gaps assessments related to female youth employment and entrepreneurship
- Identify opportunities to advance women’s economic empowerment in Libya
- Provide support and contribute towards the preparation of gender mainstreamed operational guidelines, grievance dispute resolution mechanism including gender-based violence referrals, asset management and corporate business plan
- Other duties as assigned.
Qualifications and Skills:
- Bachelor’s Degree required in social sciences, human rights, gender/women’s studies, International Affairs, International Development, or related discipline. Master’s degree preferred.
- Minimum of 5 years of professional experience implementing international development projects, preferably in the fields of water supply and sanitation
- Knowledge of and familiarity with USAID program requirements, and their policies and regulations is required, previous experience on large-scale USAID funded projects is preferred
- Experience in Libya is preferred
- Strong negotiation and presentation skills and ability to build strong relationships with host governments’ institutions, local and international NGOs, and donors
- English fluency required; Arabic fluency preferred.
