Generalist Field Officer
The position will be based in Misrata Sub Delegation
PURPOSE
The generalist field officer contributes to the design and autonomously implements and monitors ICRC projects in different fields of activities within the Misrata Sub Delegation (MIR SD) area of responsibility (AoR), which included field missions to different areas in coordination with the structure’s management.
Substantially supports security and the general management of the structure, covering the main field and security assessment, supports in coordinating the logistics in the movement of passengers and trucks/commodities in/out of MIR AoR. Actively contributes to protection, supports assistance, cooperation, and communication departments in the implementation of their activities, or other tasks related to. Contributes to the representation of the ICRC at the local level.
Support in developing and consolidating MIR SD contact lists, understands the framework and contributes to the analysis of the situation, and supports the SD in answering the humanitarian needs in the most multidisciplinary response. Internally, interacts with ICRC colleagues in the assigned structure and in the field. Externally, interacts with a network of local interlocutors, such as local and security authorities, community leaders and civilian society, Non-Governmental and International Organisations, Movement partners, etc.
ACCOUNTABILITIES AND RESPONSIBILITIES:
- Contributes to the design/orientations of the programs and projects, implements and follows-up various field activities, with a greater degree of autonomy, in accordance with objectives;
- Translates/interprets information in relation with the MIR SD projects and activities and writes analytical related reports;
- Observes and reports PCP issues in close coordination with the Protection Delegate; contributes to the documentation when needed;
- Supports in monitoring and analysing the humanitarian and general situation and needs relevant to the ICRC at local and/or national levels. Shares relevant information with colleagues and reports any change in the situation;
- Identifies and advises the structure’s management on any security-related events that could have an impact on ICRC’s activities and staff or require a change to security framework. Follows up accordingly having an inclusive approach and strong collaboration with other departments;
- Develops and maintains contacts with local and national stakeholders, institutionalising contacts according to the ICRC standards with all the authorities in Misrata AoR to allow/ secure movement of passengers in and out;
- Supports in developing and consolidating the networking contacts with the concerned interlocuters and security authorities;
- Participates to and carries out field missions independently, initiating or contributing to the Field Trip Form, Field Trip Proposal and Field Trip Report;
- Ensures administrative and financial follow up of expenses related to the field activities in which his/she leads the team;
- Lead meeting with interlocuters and produce minutes of meeting accordingly;
- May participate in internal and external sessions or briefings on ICRC field activities;
- May manage staff if requested, coordinating team on the field during FT and assessment.
ADDITIONAL DUTIES
- Follows up on all work-related messages and correspondence with the relevant contacts and departments;
- Aware of the delegation’s objectives and has a good knowledge of the Movement and other contracts relevant to the position;
- Represents the ICRC in an appropriate way during activities, in meetings, and in the field, and avoids any activity that may reflect negatively on the ICRC’s image;
- Proactively plans and designs his/her professional development and learning.

Education and experience required
Certification/ Education:
- University degree in social/political science/economics/business or any similar field;
- Very good knowledge of English;
- Very good reporting skills of English and Arabic (orally and writing);
- Very good computer skills;
- Developed analytical, leadership skills;
- Developed networking and communication skills;
- Valid manual driving license;
Professional Experience:
- Typically, more than 3 years, preferably in a similar field, confirmed relevant internal / external experience contributing to projects and programs;
