BACKGROUND
The Taqarib/Local Governance and Civil Society (LGCS) Activity will support the foundation of a more unified Libyan state by prioritizing local-level activities that foster stability and accountable governance while reinforcing positive linkages among the national government, subnational government administration, and citizens. Taqarib /LGCS works to increase the Libyan Government’s ability to deliver essential services and promote stability. It seeks to help citizens engage in public dialogue, prioritize resources, and develop initiatives to hold government accountable.
During the emerging Covid-19 pandemic as well as for natural disasters Governments worldwide used GIS tools in spatial analyses, threat visualization, gathering and processing data, especially those containing location of health services, pandemic areas, where the GIS enhanced the government ability to respond to emergencies. And even though some municipalities In Libya have established crises Committee, the municipality capacity & other municipalities remain modest as most of them lack the GIS technology, in addition to staff lacking technical knowledge on Local governance and Crises Management aspects, specially that the Municipality staff were not hired however temporarily re-assigned from different public sector institutions and backgrounds
This proposed training as part of singing citizen charter between Taqarib and Municipality Aims Assist and build capacity for Municipality Engineers.
This activity will be followed by a GIS training for at least 2 Engineers from 5 Municipality in the east and 4 in the south , who are working on the GIS department, this training will increase their technical capacity & enables them to better utilize the GIS tools. & furthermore, Municipality will be able to produce quality drawing to be shared with CSOs and citizens for them to be informed & provide feedback on the municipality work plans. This activity will encourage citizen engagement in service delivery, as citizens are more prone to engage, when they are involved.
Taqarib had provide the targeted municipalities with CERT training, where they will be assisted to establish a final resource-based Emergency response plan, as part of Taqarib sub-objective 1.5(Municipal Emergency Response to Crisis) activities. where through the GIS they will be able to identify resources as (clinics, hospitals, Municipal guards offices, community shelters, police and fire stations…etc.), The above described outcomes will be achieved through equipping provided to Municipality GIS department, with Arc GIS software, Laptops, plotters, and other equipment’s, and the GIS training provided for up to 10 Municipality Engineers.
OBJECTIVES (SCOPE)
1. Increasing the technical capacity of 10 to 12 Municipality engineers (10 to 12engineers) after receiving the GIS training.
- Municipality Engineers will provide quality drawings & maps to educate CSOs & citizens on Municipality work & receive their feedback.
TASKS (PERFORMANCE REQUIREMENTS)
- Provide 40 hours (10 days) of GIS training to 10 Municipality engineers in the Municipality
- Training Agenda
- Spatial analysis, 3D analysis , Road networks, application of GIS in emergencies and risk
- The application of GIS in local governance
- Perform topological operations to ensure the correctness of data and layers such as calculating the field of view along the line, deriving the sectional map for heights, simulating flight models for areas, and calculating landfill and excavation quantities.
- Analyzing road networks from forming road networks and linking them
- Other GIS specific topics will be determined according to municipality’s
- Provide Consultation to engineers and Taqarib during the period of the project
- Draft a final report of the Training, and recommendation for sustaining municipality performance, and enhancing the GIS unit.

REQUIRED QUALIFICATIONS
- At least 5 Years’ experience in the GIS
- Bachelor’s degree or equivalent in relevant
- Experience in providing similar
- Familiar with local governance and Municipal work
- Available to attend and conduct this training in Eastern and Southern
