Background on ACTED:

ACTED has been operating in Libya since 2011, currently delivering assistance from its field level offices in Tripoli, Benghazi and Sebha with support from 12 international and 60 national staff. ACTED’s ongoing programming aims to respond to the country’s most pressing emergency needs whilst building the resilience of communities through support to civil society and local governance. This includes an unconditional multi-purpose cash program, protection monitoring, helpline, and referral services, and quick impact projects (QIPs). Furthermore, ACTED is offering capacity building, grants, and networking opportunities to civil society and local governance actors under its Civil Initiatives Libya (CIL) program.

Assignment
ACTED’S programme portfolio in Libya includes a significant component on support to civil society. As part of this programmatic pillar, which is managed by the Civil Society Technical Coordinator, ACTED provides sub-grants to Libyan CSOs to conduct small- and medium-scale projects in their communities. These sub-grants are subject to ACTED’s strict compliance procedure, in terms of FLATS (including procurement procedures), and reporting (narrative and financial). To support CSOs to manage these requirements, and to ensure the compliance of CSO sub-grants to mitigate any risk of financial losses through ineligible expenses. ACTED has a team of Grant Assistants in place, who work closely with CSOs.
Functions
Support to CSOs
– Train CSOs on the ACTED FLATS procedures & manual
– Support the implementation of activities by local CSOs
– Support the reporting completion of CSOs
– Ensure CSOs adherence to ACTED FLAT procedures and ACTED “ technical guidance about sub granting to civil society organization”
Project reporting & Compliance:
– Support draft of narrative reports and contribute to the development of financial reports through regular budgetary follow up
– More generally, communicate systematically to the project manager & project officers on project progress and planning
– Ensure that CSOs are able to document their selection of beneficiaries and that they can provide date to ACTED, when requested.
Monitoring of CSOs:
– Conduct regular field visits to CSOs to see their activities and meet with the beneficiaries
– Analyse technical added-value and project impact
– Set up technical evaluation exercise during and following implementation
– Identify best practices and lessons learned together with the CSOs
– Draft memos detailing lessons learned and best practices identified during the project, especially in the CSOs activities.
QUALIFICATIONS
- Education: Bachelor in finance, management, and/or local development field
- Familiarity with the aid system, and ability to understand donor and governmental requirement.
- Excellent communication and drafting skills
- Proven ability to work creatively and independently both in the field and in the office
- Being a strong team player and adept at creating a strong team spirit
- Ability to organize and plan effectively
- Ability to work with culturally diverse groups of people
- Ability to travel and work in difficult conditions and under pressure
- Working knowledge of English preferred
