Main Purpose

Supervising and managing all security guards and their activities and performing as such, according to MSF security rules and local context in order to guarantee safety and security of MSF mission staff and premises.

RESPONSIBILITIES:

• Supervising shift changes and organising staff shifts, holidays, and covers any planned or extra needs. Remaining on duty until other watchman comes to do a handover, never leaving the post unattended
• Ensuring that all watchman material is in perfect state (ex. radio, torch, boots, raincoats, etc.) and in case of a problem reporting it to line manager. Maintaining watchmen’s torch and other lighting tools, returning used batteries and keeping the necessary supply of spare batteries. Maintaining communication equipment (radio) in working conditions and providing battery availability, if applicable. Supervising correct use and availability of extinguishers.
• Briefing/training all new watchmen on their responsibilities, tasks, and security and communication duties. Contacting line manager for possible needs for training or suggestions regarding watchmen
• Screening MSF premises’ accesses and guiding people to reception within authorised hours. Contacting administration team for authorising people access. Ensuring no material is taken out of MSF premises without prior authorisation and informing the line manager of arrival of any materials before unloading. Helping with unloading if necessary
• Watching MSF premises and property’s perimeter fence through regular patrols and neutralising, if possible, intruders without mistreatment and immediately contacting line manager.
• Organizing traffic of vehicles within the premises and directing them in and out.
• Checking that doors and windows are locked and lights are off when people leave premises. Checking that security lights are working properly and informing line manager of any possible problems.

Keeping area within MSF premises clean and tidy (ex. empty dustbins, sweep paths, etc.) and performing general maintenance activities of the garden, if applicable.

MSF Section/Context Specific Accountabilities

1. Head of Watchmen (HoW) establishes/develops monthly roster – payroll roster and reporting to superior and submit on timely manner
2. Observe over time (OT), maintain annual leave planning, submit regular report to superior as per MSF tempate/guidelines
3. Ensure distribution of information from superior or HR related (rules, sickleaves, etc. to guards well understood and implemented properly
4. Conducting, evaluation, improvement and drilling-training (capacity building) on timely manner to improve guards skill
5. Head of Watchmen (HoW) remain as visible as possible in the premises area that needs protecting by maintaining visibility. Ensure guards proactively patroling and able to see, the less likely criminal activity is to occur.
6. Head of Watchmen (HoW) ensures all guards vigilant/watching out more than watching surveillance footage and shall be able to detect anything out of the ordinary that could indicate an issue. i.e. a keen sense of smell, sight, and hearing is important. Chemical leak or someone trespassing, it is the responsibility of the Head of Watchmen (HoW) to ensure guards mitigating and detecting the problem quickly.
7. Head of Watchmen (HoW) shall has excellent response skills, it is the responsibility of the guard to respond quickly and correctly if an issue is detected. Head of Watchmen (HoW) assessing the situation inside or outside the premises, but also wider area of the compound, Head of Watchmen (HoW) ensure guards know how to best handle things to limit the danger to both people and property in the vicinity.
8. Head of Watchmen (HoW) ensures that guards observing and reporting once the danger has been averted, Head of Watchmen (HoW) or delegated guard must inspect the area to ensure that there are no further threats. If crises happen then it shall be reported to a superior as a way to protect against future issues.
9. Head of Watchmen (HoW) ensures he or guards on duty reporting or calling for assistance/help to the superior i.e. armed robberies, assaults, and bomb threats etc. , there are certain circumstances that warrant additional assistance/help which lead to reduce the risk of injury, accidents, or loss of property.
10. Perform flexibility, adaptability and suportivity for any additional task which are not included in the job description but still relevant as order/directive from the superiors.

In case of an emergency absence of watchman from duty, to be able to cover the Watchman duty if not possible to cover by other watchman’s
