Project description | In cooperation with the Libyan Ministry of Health (MoH), GIZ promotes the provision and development of primary health care (PHC) services in Libya. The aim of the project is to enhance the quality of PHC services so that these are accessible for vulnerable population groups in 16 municipalities in the south and north-west of Libya, focusing on 8 municipalities with the greatest PHC needs. The project applies the WHO recommended community-centered Family Practice Approach (FPA) for the provision of PHC services in the Eastern Mediterranean region, which Libya adopted in 2018. The project´s intervention areas are:
1) improving the functionality of selected PHC Centers (PHCCs). 2) improving the clinical, technical and administrational competencies of PHCC staff. Within the framework of the first intervention area, the project, furthermore, builds the capacity of selected PHCCs to provide services targeting vulnerable population groups and promotes community engagement to enhance their access to the services. The project is being managed remotely from Tunis. |
Tasks of the Health Advisor

With guidance from the international expert team, the Health Advisor is expected to perform the following tasks:
· Supports the operationalization of the project interventions in the municipalities · Liaises closely with Health Committees and Primary Health Centres in the target municipalities, the implementing partner/s, and other GIZ projects in Libya · Monitors project activities and reports to the Project M+E Officer · Supports the process of establishing and institutionalizing health communities in the target municipalities · Ensures that the project activities are gender sensitive and inclusive, and fosters ownership on municipality level · Supports preparation of communication materials for the external presentation of the project · Contributes to knowledge management · Any other duties assigned and agreed on.

Professional experience
|
The necessary qualifications for the position of the Health Advisor within the programme are:
· University degree in public health or social sciences · Minimum 3 years of experience working in the humanitarian/and/or development sector, preferably with an international NGO, UN or bilateral institution in the field of public health · Experience working with participatory methods of advantage · Excellent command of oral and written English and Arabic · Excellent communication and reporting skills · Team-orientated, as well ability to work independently · Very good micro-soft skills · Good working knowledge of digital communication systems · Ability to function well in a multi-cultural environment · Good understanding of gender and inclusion concepts · Familiar with WHO Framework for people orientated health services · Familiar with EWARN system and/or IDSR is of advantage

The Health Advisor will
· be based in one of the target municipalities. S/he will travel to the office premises of the project in Tripoli and in the ‘Libya Program Office’ in Tunis on demand. · have to travel to selected municipalities for partner contact and monitoring of activities · have to travel abroad on missions and for training · have to engage with stakeholders on international, national and municipal level. |
