Health Field Officer
The position will be based in the Misurata Sub Delegation
The incumbent serves as a field officer for the health department, ensuring ICRC health programming for the Misrata area of responsibility. He or she provides direct support to department programs and processes to ensure that health activities are efficient and departmental goals and objectives are met. He or she works regularly with health interlocuters and health authorities in the Misrata Area in order to: provide assessments about health needs and incidents of violence against health staff and/ or health infrastructure; contribute to propose justifiable actions in order to address health needs in the Misrata Area of Responsibility.
Currently ICRC are providing support to different health programs including the hospital in Misurata (MMC), 5 Primary Health Care Centres and to Misurata Diabetic Centre along side with the Mobile Health Unit in Sirte area and the Physical Rehabilitation Centre in Misurata.
Main Responsibilities
Field and operational activities
- Carry out health assessments, monitor the health activities and services and the donation in the field.
- With the support of the Health Delegate, contribute actively in the analysis of Health needs of the population and more specifically Weapon Wounded patients and general population in the AoR.
- Implements under the direct supervision of the Health Delegate and the appointed health interlocutors the Primary Health Care Centers/Diabetes Center program in his Area of Responsibility.
- Do regular monthly monitoring of activities as Outpatients Department, vaccinations and other preventive activities, follow up of consumptions, etc)
- Provides regulator and ad hoc donations to the hospitals and collects statistics and update the health delegate.
- Provides a regular feedback to the Health Delegate on the monitoring and challenges encountered
- Undertake field trips overnight or longer as required out of his Area of Responsibility’
- Participates actively in the organization and facilitation of the Health training activities programmed by the Health Department (First Aid Training, Emergency Room Trauma Course and War Wounded Seminar, etc.)
- Participates and assists to the implementation of any First Aid, Physical Rehabilitation Program and Mental Health Psychosocial Support programs in his Area’s when required under the direct technical supervision of the HD/project and or program manager.
- Builds and maintains a good and positive working relationship with the staff members at the relevant PHCC, Hospitals and health authorities.
Reporting
- Contribute to the monthly collection of medical data, Weekly Operational Report, Health Quarterly Technical Report and report on other activities such as field trips, meetings, training, workshops, telephonic contacts as requested by the Health Department
- Register in the Document sharing programs of ICRC all documents are relevant for the history of ICRC in Libya.
- Participates in the written translation between Arabic and English language of Health documents and information required.
- Liaise with Health authorities as requested by the Health Delegate and D/HoSD.
- Contribute to the HCID(Health Care in Danger) –dissemination, documentation and reporting.
Required background, skills and experience:
- Degree in Medicine.
- Fluent written and spoken command of Arabic languages and English.
- Minimum 2 years of proven clinical experience.
- Good knowledge of the Misurata area.
- Licence to practice in Libya.
- Teamwork
