ORGANIZATIONAL LOCATION/UNIT: Regional Office for the Eastern Mediterranean (EMRO) Office of the WHO Representative,
OBJECTIVES OF THE PROGRAMME: To ensure that effective WHO country presence is established to implement WHO country cooperation strategies that are aligned with Member State’s health and development agendas, and harmonized with the United Nations country teams.
PURPOSE OF POSITION: To provide technical and program support for development and design of web based applications and database design.
incumbent will perform the following duties:
- In collaboration with the ICT entity, designs software modules and other applications for the use in projects and programmes, including the development of work instruction manuals, data capture guidelines and standard operating procedures, achieving results such as:
- Review of project requests describing database user needs to estimate time and cost required to accomplish project.
- Development of database systems in Microsoft Excel and Access , specific software programmes like go.data platform or applications for diverse data management purposes, e.g. for monitoring health and disease surveillance indicators and information processing, for various research scenarios, for monitoring disease trends, for quality control activities, etc.
- Develop and support in data analysis, visualization (Microsoft Power Bi), web automation, use of web-based GIS application (Arc GIS) and extract data via customized data queries for decision-making.
- Design and management of user friendly database systems and dashboards with real time remote access through different level security systems.
- Harmonisation of health data gathering forms (ODK and KOBO) to strengthen health care data structure and to facilitate data gathering process and to create an integrated standard.
- Maintenance and further development of database structure or format as required, incorporating ideas and amendments.
- Development and implementation of COVID19 dashboard
- Testing and monitoring performance of programmes or databases, troubleshooting, correcting errors, and making necessary modifications.
2. Coordinates data management activities in collaboration with local authorities and partners, achieving results such as:
- Liaison with the MoH/NCDC Libya staff in the COVID19 response to facilitate data collection process and timely completion of compilation of required data and line lists
- Technical advice to partners in producing accurate and reliable data for calculating essential health indicators for various purposes, e.g. mortality, morbidity, disability, etc.
- Review of field reports from different areas, e.g. areas affected by disasters (COVID19 epidemic, earthquake and flood and other crises) or Internally Displaced People (IDP) camps.
- Design and creation of special output reports (e.g. gap analysis and trend analysis), considering the global and national health indicators, using statistical methods and common specialised software tools.
- In collaboration with partners inside and outside WHO, preparation of health statistical information for dissemination through periodic reports and publications and other reports on the results of health surveys.
- In collaboration with UN agencies and partners, preparation of comprehensive risk and vulnerability maps.
- Coordination with all partners involved to compose country profiles, period health situation and trend assessment reports for the monitoring and evaluation of health programmes.
- Data entry for monitoring purposes, data analysis and provision of feedback to high level authorities.
- Supervision of the usage and application of the data management system in the designated area, ensuring timely, complete, clean and accurate data input.
3. Conduct training activities in the usage of databases, systems and related applications, achieving results such as:
- Identification of training needs for database users for go.data WHO platform.
- Designing, planning and implementing workshops and refresher courses for the relevant users.
- Act as a liaison for assisting field staff in their disease data management and access to the system.
- Technical assistance to designated area teams in maintaining database at respective levels, updating data entry templates and providing training as required.
- Briefing and training of new data users.
QUALIFICATIONS REQUIRED:
EDUCATION AND SKILSS:
Essential: First level university degree is required in computer science, health informatics, Information Technology , data analytics, systems engineering, electronic or telecommunications or a relevant combination of qualifications and experience in the field of work and technical expertise.
EXPERIENCE:
Essential: At least 5 year of experience required in installing, managing, maintaining and troubleshooting digital tools for disease tracking and developing dashboards for data visualization.
Two years of practical experience working with a UN agency and/or International Organizations will be preferred.
Demonstrated health informatics and data analytics skills. Thorough knowledge of data visualization and dashboard software like Microsoft Power Bi, outbreak response tools like WHO go.data software application, mobile app-based proximity tracking tools based on GPS and Bluetooth and symptom tracking digital tools. Additional knowledge of R-studio, Tableau and API integration would be an asset.
Practical knowledge of Mobile Application development.
Good training skills
Knowledge of WHO mandate and goals or experience in UN Organizations, international institutions or NGOs is considered an asset.
LANGUAGES: Very good knowledge of English and the local language for speaking, reading, writing and drafting replies.
Other Considerations (e.g. Physical Workplace Condition, if other than normal office environment; IT Skills; etc.):
- Ability to operate PC and good knowledge of Microsoft applications.
