The International Rescue Committee (IRC) has operated in Libya since 2016, where it works with Libyan national and local health authorities to provide inclusive free-of-charge health services to vulnerable populations. In Ein Zara, IRC provides migrants and refugees with integrated health and protection services.

Since 2011 turmoil, Libya has suffered economic collapse, lawlessness, and the proliferation of violent militias. Infrastructure was destroyed and access to basic services, such as health care, has dramatically decreased. In April 2019, another large-scale offense against the Government of National Accord in Tripoli which affected densely populated areas in and around the city for over a year The situation is further compounded by foreign support to militias and mercenaries, and disregard for the UN-agreed arms embargo to the country. More recently, there has been a sense of quiet optimism felt by many as the political situation appears to have shifted and stabilized with the handover of power in February 2021 to the new temporary Government of National Unity. Despite this positive turn of events, the latest crisis gripping Libya is the COVID-19 pandemic, for which case numbers have been steadily increasing since March 2021, even though the COVID-19 vaccine has been rolled out.

The IRC Libya program is in the process of expanding the scope and scale of health programming in Tripoli, developing an outcome focused strategy that aims to restore and strengthen the primary health care system, focusing on ensuring survival, equitably, and at scale to reach the largest number of clients.

Job Overview/Summary:

The HMIS Manger will report directly to the Health Coordinator and will coordinate closely with the deputy Health Coordinator and the MEAL team. S/he will be responsible for overseeing the information management of the health projects and support innovative and systematic data collection and analysis processes. HMIS Manager is responsible on developing and supervising IRC’s’ reporting systems, which include patients’ registry, medical stock management, and diseases surveillance.

S/he will implement the HMIS activities at the field and will provide the needed technical support and regular feedback for the different health projects. Moreover, the HMIS Manager will play an important role in the development of the M&E systems and reports writing.

The HMIS Manager is expected to build upon work started by the project teams to capture critical information on processes, tools, indicators, and partners to inform national harmonization, and move the implementation of District Health Information System 2 (DHIS2) to the reporting stage.

The position will be based in Tripoli with possible travel to the field offices, and will report to the Health coordinator; the contract term will span a total of 3 months and will be extended based on performance and fund availability.

Major Responsibilities:

Under the supervision of the Deputy Health Coordinator and in coordination with the Health Manager, the HMIS Manager is responsible on developing, strengthening and improving the quality of health programs’ data collection through:

Management and Program Oversight

  • Manage HIMS officers and Assistants to produce timely quality data.
  • Develop/review work schedule for data entry and reporting by the team.
  • Manage the budget for the implementation HIMS activities including training, procurement and printing
  • Coordinate regularly with the Health Managers and the M&E Manager to ensure harmonized approach.
  • Ensure HIMS and project deliverables are met in a timely manner
  • Submit quality timely reports as required to the deputy Health Coordinator.
  • Represent IRC in any relevant HIMS coordination meetings including liaison with MoH

Technical Monitoring and Program Quality

  • Set up appropriate system in place to collect, verify and report data in a timely manner
  • Oversee development and improvement of databases and other applications to support the collection and processing of context specific data
  • Manages the flow of health information and disseminate to the team as needed
  • Provides info management services to support health monitoring activities
  • Generates survey initiatives; designs data collection tools; reviews and analyses data
  • Works closely with the Medical team Leaders to ensure that health teams have accurate, accountable, and verifiable information concerning its activities, particularly for internal and external verification processes.
  • Supports strategic and operational decision making by processing and analysing data and information and presenting it in the format most useful for analysis.
  • Contributes to monthly internal and external technical report
  • Work with the programs’ responsible to analyze the data to monitor the indicators’ progress and highlight the main trends and changes
  • Capacity building to the health team on HIMS systems and process to enhance performance
  • Mentorship and coaching to the HIMS team, M&E team, clinic staff and MoH staff to improve HIMS
  • Operationalization of DHIS2 and other data software to improve quality of data and improve reporting
  • Identify clinic trends and work with program team to develop mitigation measures to address programmatic gaps and improve overall quality of care.
  • Monitor and evaluate program indicators, objectives, outputs, and impact and suggest changes according with the findings.
  • Ensures proper documentation and filing in collaboration with the program and clinic staff, mentors
  • Works closely with Health team members and / Health Co and Grant Manager to generate donor reports according to indicators and targets, particularly visualization needs
  • Follow up with HMIS assistants and officers to ensure updating mobile health teams’ leaders on daily basis the number of consultations, assistance provided, supplies consumptions, and geodata.
  • Manages all data compilation for the IRC health program, including data from fixed and mobile clinics and community health mobilizers.
  • With support of the Deputy Health Coordinator and health manager develop the best feasible practices for data collection forms, technologies and methodologies.
  • Undertake regular field visits to implement pre-designed activities and prepare field visit reports to the Health Coordinator.
  • Work in close coordination with health team members to develop the appropriate tools and databases to ensure consistent and complete data collection is practiced by all project members. Also, to adapt new tools and to bring in innovations to help in data collection and analysis, and help in the reporting for all health activities.
  • Work in close coordination with the Deputy Health Coordinator and the MEAL teams to develop, implement and monitor a beneficiary feedback mechanism for IRC supported health facilities.
  • Support the HIS staff in the supported health facilities and ensure that the roll out of the DHIS2 implmentation and the data is up to date.
  • Work closely with Health Information Center at MOH to help with any updates or support to the DHIS2.
  • Help with establishing a system for data validation, spot-checks and data quality checks.
  • Participate in projects through contribution to the selection of indicators, regular data review process and analysis.
  • Help with other relevant duties in coordination with the health coordinator.

Staff Management, Development and capacity building

  • Supervise the HIMS staff and provide regular technical assistance and training to build their skills.
  • Set clear performance objectives for supervised staff. Conduct performance reviews and ensure that the health staff receive adequate training according with individual needs.
  • Develop Job Descriptions and participate in the recruitment and onboarding of new staff

Staff management

The HIMS Manager will be the line manager of the HIMS officers and assistants. S/he might also supervise and train volunteers to execute data collection and data entry assignments, if needed.

Position Reports to: Health Coordinator

Working Environment: This position will be based in the IRC field office in Tripoli, Libya with frequent visits to the field (DCs, CDC and supported health facilities).

Job Requirements:

  • Master’s degree in public health, biostatistics, social sciences, or related field of study.
  • At least two years of experience in developing and managing health information systems.
  • Demonstrated skills in data analysis using a software package, excellent working knowledge of Microsoft excel, Access, data ETL, and data visualization; Previous experience with DHIS or DHIS2 required.
  • A creative and analytical thinker, with strong coaching and mentoring skills, who has a proven ability to lead in capacity and organizational development.
  • Demonstrated ability to self-motivate, use initiative, be flexible, and actively contribute to program’s success and development.
  • Ability to work well both within a team and independently;
  • Excellent communication, facilitation, problem-solving, cross-cultural and interpersonal skills.
  • Fluency in English language required; Arabic language skills a plus.
  • Previous experience in Syria region preferred but not required.
