عدد سنوات الخبرة: لا تقل عن 3سنوات في مجال الموارد البشرية.
اللغة: إجادة اللغة الإنجليزية نطقا وكتابة

* يجب أن يكون مدركا لقانون العمل المعتمد في الدوله.

Main Objective

The CHRO has the overall responsibility for the development, implementation and adjustment of LITC’s human resources strategy. He/she manages the development and increase of human asset base of LITC by ensuring strategically aligned continuous improvement of employees qualification and career development. Furthermore he/she safeguards the overall consistency of compensation & benefits as well as people performance management within LITC. He/she ensures administrative process continuity from recruiting of employees to exit management of employees. As part of HR he/she also ensures the efficient provision of defined internal standard services (e.g. travel management). Core objective is to run the unit Human Resources and lead the team in such a way to support the achievement of HR’s strategic goals in line with LITC’s overall strategy.

 

Main Tasks & Activities

1. Manage all employees within the department:
1.1. Coordinate and monitor tasks of assigned employees
1.2. Continuously evaluate performance of assigned employees
and follow up on mismatches
1.3. Provide recommendations on the unit’s budget and manage
the approved budget
1.4. Develop and review continuously all internal processes in order
to ensure effectiveness and efficiency of the unit HR
Management
1.5. Continuously monitor activities with regard to compliance to
legal requirements
1.6. Steer the production of required reports and statistics
2. HR Strategy & Planning
2.1. Develop HR strategy with management team of the
organization which reflects the company’s new strategy.
2.2. Align existing HR processes and procedures to the new
strategy of the company
2.3. Communicate and train managers as change managers within
the company,
2.4. Develop policies and guidelines for all departments in HR
2.5. Work with LITC’s top management to develop annual
staffing/budget/profit plan
2.6. Serve as a business partner with management teams, advising
managers on training, staffing, performance management,
legal compliance, employee relations, compensation, and the
administration of company policies and procedures
2.7. Coordinate career development activities including: conducting
training needs assessment to identify training requirements;
coordinating and conducting training as appropriate
2.8. Provide recommendations on LITC’s recruitment policies and
processes (for external and internal recruiting as well as
internal staff transfers)
2.9. Ensure that market research regarding recruiting agencies is
conducted; ensure their evaluation in terms of price and quality
2.10. Represent employee interests in front of Executive Board,
Board of Directors and Shareholders
2.11. Manage the development and increase of human asset base of
LITC
2.12. Ensure strategically aligned continuous improvement of
employees qualification and career development, develop
employees and leaders
2.13. Safeguard the overall consistency of compensation and benefit
schemes as well as performance management within LITC
2.14. Develop company to best employer in the market
2.15. Supports organizational development in collaboration with
Corporate Strategy
2.16. Ensure information of employees by supporting leadership
communication by internal communication
2.17. Coach managers in addressing performance issues
2.18. Communicate to managers and employees regarding the
impact of organizational strategies and operational decisions;
ensure proactive planning
2.19. Provide effective and timely internal communication relating to
human resource programs, organization issues and initiatives
2.20. Provide guidance to managers in the development of staffing
plans
2.21. Decide about assessment criteria and tests for assessing
applicants’ qualification
2.22. Ensure internal staff transfers and recruiting
2.23. Ensure the consolidation of recruiting needs (demand plan)
2.24. Steer recruitment advertisements in terms of representation,
cost and media
2.25. Ensure the development and maintenance of a comprehensive
HR recruiting database
3. HR Management
3.1. Ensure that all HR administrative processes efficiently and
effectively supporting HR and LITC’s employees needs
3.2. Ensure that all associate HR paperwork (e.g. new hire,
termination, status change, leave of absence, benefits, payroll
adjustments) is processed according the defined standards;
supervise the coordination with Finance and other departments
when required
3.3. Ensure close cooperation with other internal customer service
departments such as IT and Finance to ensure seamless client
service (e.g. payroll)
3.4. Ensure consistent and effective application of human
resources processes and procedures
3.5. Supervise the compilation of guidelines and HR documentation
(e.g. job descriptions)
3.6. Provide the CEO and other stakeholders reports on HR
information
3.7. Ensure the efficient arrangement of flights, insurance and
accommodation
3.8. Ensures administrative process continuity from recruiting of
employees to exit management of employees
3.9. Ensures proper Helath and Safety processes within LITC
4. Facility and Fleet Management
4.1. Ensure that all LITC’s facilities and cars are managed efficiently
4.2. Ensure that all LITC’s facilities and cars are maintained in line
with legal requirements and internal regulation
4.3. Ensure that all LITC’s facilities are protected by ensuring
appropriate security services
5. Report to the CEO of LITC on all activities of HR; get approval for
recommendations and measures when required
Pre-Requisites
 Bachelor and higher degree or equivalent in related business , preferable in HR
 More than 3 years experience in HR strategy development and implementation, and HR
management
 Thereof more than 2 years of experience in leading HR operations

Necessary Competencies
 Expert knowledge of best practice HR strategies, policies and
processes
 Expert knowledge of HR practices in Libya
 Expert knowledge of Libya labor law and other regulatory
requirements, including telecommunications HR regulations
 Expert knowledge of the ICT/Telco business model (e.g. major
industry trends and implications for HR management)
 Strong skills in developing business plans and strategic
initiatives
 Excellent leadership skills
 Ability to report to top management
 Ability to implement key strategic initiatives and drive to
closure
 Ability to manage budgets
 Project Management skills
 Strong interpersonal skills
 Strong verbal and written communications skills
 Fluent in English
Necessary Training
Training on the job in order to gain knowledge necessary to develop further existing HR
procedures and policies
Training on the job or external training on major industry trends with the ICT/Telco market
enabling to draw conclusions for HR strategy and planning
