ORGANIZATIONAL CONTEXT AND SCOPE
Under the overall supervision of the Head of Resources Management Unit and the direct supervision of the Human Resource Officer, the successful candidate will be responsible in providing assistance in: All CTG administrative and financial matters as well as HR administrative tasks, particularly:
RESPONSIBILITIES AND ACCOUNTABILITIES
Focal person for third party:
1.Provide support and assistance to the Human Resource Officer to coordinate the new contracts with CTG-third party for the country office;
2.EnsurePerform effective information gathering from all departments in the mission in support to new recruitments of third party consultants, consolidates drafts of PDs ToRs based on IOM templates and collects all supportive documents for the submission to the third party;
3.Coordinate within IOM and with the third party for all contractual and human resources issues relates the consultants hired in Libya
4.Verify with CTG the timely preparation of extensions of contracts of third party consultants and/or termination/no extensions, as required;
5.Monitor all financial and administrative related matters in collaboration with the third party for services provided in Libya;
6.Validate a monthly payroll based on documents received from third party including invoices and timesheets of CTG consultants to ensure timely payment of their salaries;
7.Gather from other UN Agencies and other IOM partners information on contract with third parties for strategic partnerships of IOM;
8.Coordinate with PAC for rating positions;
HR and Administration:
9.Assist in coordinating UNV recruitments of the Mission;
10.Assist in gGenerate ing monthly HR reports to verify ensure PRISM HR compliance;
11.Check missing data of staff in PRISM HR;
12.Generate SES forms for eligible staff and maintain SES forms in the system (create, delete, change reporting lines, moving status, etc) for both Libya and Tunis staff;
13.Following up with all staff to facilitate ensure compliance of their SES within the deadlines;
14.Assist in cCreate ing position ID for national positions;
15.Assist with mMaintain enance and update of personnel files for IOM national and international staff;
16.Assist with the Issue ance of certificate of employment, HR Letters, separation, termination and non-extension notices;
17.Assist with the separation documents for national staff including preparation and issuance of the separation notices, coordinate with PAC the submission of the separation clearance forms and staff entitlements before releasing the final payment;
18.Assist in the Process travel authorization for new hires and official visitors;
19.Ensure timely preparation of requests for payment for consultancy/hourly salaries;
20.Prepare request in coordination with HRO on benefits/entitlements of International staff:
a) Settling in grant;
b) Danger Pay; and
c) Rest & Recuperation
21.Maintain a filing system of the attendance of International staff with regards to the payment of Danger pay and Rest & Recuperation;
22.Keep records of all payments done with national and international staff.
23.erform any other duties as may be assigned by the supervisor.
EDUCATION
- University degree in Human Resources Management, Psychology, Industrial Relations, Behavioral and Development Studies, Public or Business Administration, or a related field from an accredited academic institution, with three years of relevant work experience in human resource management and general personnel administration; or,
- Completed High School degree from an accredited academic institution, with five years of relevant professional experience.
- Diploma or Certification in HR is an advantage.
EXPERIENCE
- Experience in human resource management;
- Demonstrated ability to communicate clearly and effectively with clients;
- High level of computer literacy with experience in HR IT systems and applications; working knowledge of SAP an advantage; and,
- Experience preferably in an international organization. Experience with IOM or another international organization a plus;
- Attention to detail, ability to organize paperwork in a methodical way;
- Discreet, details and clients-oriented, patient and willingness to learn new things;

- Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds and respect for diversity and gender equality;
- Excellent organization and analytical skills, attention to details, and ability to work with minimum supervision.
- Ability to work under pressure and meet deadlines
- Able to set up internal record tracking
LANGUAGES
Fluency in English and Arabic are required.
