About the job

The Safety Officer will support the Country Safety Coordinator in ensuring the safety and security of DRC/DDG staff and assets through the implementation and compliance oversight of relevant safety policies and procedures. He/She plays a key role in supporting crisis and incident management processes, under the direct line management of the base manager and technical supervision of the Safety Coordinator.

  • To implement the Safety Risk Management System (SRMS) in line with DRC’s Global Safety Policy, other relevant chapters of the Operations Handbook, and identified Global SOPs.
  • To assess, promote, and document ideas for technical improvements in safety and security to further mitigate against risks affecting safe program delivery.

Specific responsibilities

  • To monitor and track incidents and contextual trends in safety, security, and humanitarian access in Green Mountain and report relevant information to the Safety Coordinator, ahead of weekly internal coordination meetings.
  • To suggest changes on movement protocols as well as any other security/access advice on demand in case of significant changes in the local context in Green Mountain.
  • Participates in the monitoring of vehicles and staffs’ tracking systems, as well as CCTV. Alert the Safety Coordinator, the HDP Operations Manager and the Support Service Manager in case of system failures and emergencies.
  • Responsible for the provision of security orientation briefings to newly arrived staff in Green Mountain, to ensure staff are well-informed of local security conditions and procedures as per DRC Duty of Care obligations.
  • Assists the Safety Coordinator in the development and implementation of safety and security related systems and procedures regarding DRC staff and assets in Green Mountain, including but not limited to Pre-Arrival Briefs (PAB), Local Safety Rules (LSR), security phone trees and safety briefs, Fire Safety plans, the Critical Incident Management Plan (CIMP), etc.
  • Assures quality of implemented safety and security protocols and for any identified gaps, advises on improvements through participation in the compilation of Safety Improvement Plans (SIP).
  • Responsible to ensure the relevant security phone trees and WhatsApp tracking groups are timely updated with new staff members’ phone numbers.
  • Responsible to participate to and initiate the drafting of safety risk assessments (ie site assessments of office spaces, guesthouses, warehouses, and other project sites or medical facilities, as required) to be validated by the Safety Manager.
  • Responsible to routinely check fire extinguishers, safe room supplies, first aid kits, emergency communication equipment and physical security elements, ensuring adequate maintenance / replenishment as per the MOSS standards.
  • Assists the Safety Coordinator in launching the procurement of safety-related items included into the Safety budget.
  • Responsible to collect 5W information and initiate the drafting of Safety Incident Reports (SIR) to be sent to the Safety Manager for review and final submission.
  • Provides extensive support to the Incident Management Team (IMT) for crisis and incident management in the event of both safety accidents and security incidents.

Other tasks:

  • Assists DRC’s HDP sector in Green Mountain with radio operator duties, in the interim of a proper recruitment of a dedicated Radio Room Operator.
  • Responsible for the liaison with relevant municipal and security stakeholders (ie immigration authorities at Benina International Airport) for the issuance of endorsement letters and security clearances. Facilitates the exchange of information with RMAC under the strict supervision of the HDP Operations Manager.
  • Establishes a network of local contacts to facilitate the negotiation of DRC’s safe access to communities.
  • Provides the Safety Coordinator with summarized security analyses for any contextual development that has a potential immediate impact on DRC operations and staffs’ safety.
  • Supports the Safety Coordinator to increase staffs’ safety and security awareness through regular awareness sessions, while supporting the identification of capacity building needs for further training deliveries.
  • Supports the Safety Coordinator on the delivery of regular drills, with an aim to ensure all safety & security systems are properly tested and functional.
  • Any other reasonable task as directed by the Safety Coordinator.

About you

To be successful in this role you must have:

Experience and technical competencies:

Required

•              Minimum of 1 year experience in a similar role preferably in an INGO setting.

•              University Degree and an open attitude for learning and take on board new skills within the field of safety and security and working under the values of an international NGO.

•              Computer literate, MS Office, knowledge of ERP systems.

•              Good writing/reporting skills.

•              Fluency in Arabic.

•              Full professional proficiency in English.
