INFORMATION ON THE CONTEXT OF THE MISSION

The Libyan uprising left the country in a state of turmoil. Since 2011, continued conflict in many parts of the country and political instability have resulted in a vacuum of effective governance and caused significant collapse in the country’s political-institutional system. Security, rule of law and social and economic well-being of the Libyan population have all been severely affected.

The healthcare system in Libya is one of the hardest hit by the protracted instability, having deteriorated to the point of collapse. Ongoing challenges include increased rates of chronic illness and disability and impeded access to essential services such as medicine and rehabilitation. Hospitals struggle to absorb the number of patients and to cope with a lack of resources, including a shortage of staff and essential medicines and supplies. According to the World Health Organization, around 1.3 million people have no access to life-saving health care services. In addition, the number of victims from accidents caused by conventional weapons (CW) and improvised explosive devices (IEDs) continues to grow. In contaminated areas, local populations, internally displaced persons and returning populations are all at risk of death and injury.

The identification of the most vulnerable individuals, including people with disabilities or injuries, and the rapid response to essential needs is a priority for the humanitarian community working throughout
Libya. The political conflict and humanitarian crisis is likely to continue well into 2022; whilst at the same time continue to hamper the delivery of primarily medical and socio-economic services, complicating access and increasing the vulnerability of the general population.

DESCRIPTION OF THE MISSION/PROJECT

HI is implementing a humanitarian programme in Libya through a team of seven international staff and 50 national staff, with operational bases in Tripoli and Benghazi. Key programme activities include:

  • Provision of comprehensive rehabilitation services including physical therapy and psychosocial support for internally displaced persons with disabilities and injuries, along with distribution of assistive devices;
  • Capacity building, technical support and donations of assistive devices and/or materials and equipment to health partners (hospitals, rehabilitation centres and local NGOs);
  • Training on inclusion principles to other humanitarian actors and health workers;
  • Support to the Ministry of Health in a long-term capacity building partnership in mental health together with a Tunisian partner.
  • Work is ongoing to resume Humanitarian Mine Action related activities (Victims Assistance / Mine Risk Education).

Since 2014, HI’s Libya programme has been managed largely remotely from neighbouring Tunisia, where all international staff remains temporarily based. Prior to the most recent visa slump international staff was able to do temporary visits in Libya. HI is planning to implement a phased return of expatriates into the country this year.

One of the main role of the HAS Manager will be to conduct in-depth analysis of security and access constraints and ensure the relevance of HI’s security framework and update it as necessary.

From the summer of 2019 HI’s Libya programme is part of a new regional programme including Tunisia and Morocco. The reorganization is nearly completed with a phased merging of services under the leadership of a new Regional Programme Director and in collaboration with the Country Managers for Libya and Morocco.

OBJECTIVES OF THE POSITION

The primary objective of the role is to contribute to ensuring the safety and security of HI’s programme staff in Libya at all times and to support the feasibility and achievement of planned activities through ensuring robust risk analysis, security frameworks and tools and protocols are in place and effectively implemented. The secondary key objective is to build capacity in safety and security management across the programme team at all levels.

Under the responsibility of the Country Manager and in close coordination with project and support staff, the incumbent will be in responsible to:

  • Ensure follow-up and analysis of the political, military and security context and trends in Libya;
  • Lead on a comprehensive security assessment and formulate recommendations designed to facilitate international staff visits to Libya on a short and long term basis;
  • Support the regular analysis and formalisation of risks and threats for the overall programme and the implementation of mitigation measures;
  • Lead the review and implementation of adapted security procedures to ensure programme continuity, project monitoring and increased international staff presence;
  • Design and deliver a series of capacity building initiatives to ensure sound understanding amongst teams on the programme’s security framework and processes;
  • Maintain and expand HI’s external relationships with relevant security, context and access referents of other international agencies.

JOB DESCRIPTION

General mission

Responsibility 1: Context Monitoring and Analysis

Sub-responsibilities:

  • Perform regular and formalised qualitative monitoring of the political, military and security context;
  • Ensure an internal incident tracking system is in place and perform regular quantitative analysis of security incidents and trends utilizing internal and external data and reports;
  • Support in the analysis of local stakeholders, power dynamics, acceptance factors, and other relevant political, social and cultural issues which could impact on programme implementation and development;
  • Advise senior management and field teams on context-specific risks pertaining to humanitarian access, safety and security and contribute to the development and implementation of mitigation measures and plans.
  • Monitor the access to projects and office locations in order to ease and mitigate in-country staff movements and visits from HI staff based in Tunis and Benghazi

 

Responsibility 2: Security and Safety Management

Sub-responsibilities:

  • Lead in the review and revision of the programme’s security framework (risk analysis, security and contingency plans, security and safety standard operating procedures etc.;
  • Prepare and deliver security and access briefings for programme staff and foster a professional attitude towards security management across the mission;
  • Provide training on specific security and/or safety management processes to relevant staff as required;
  • Lead in the planning and execution of security assessments in each operational area, and formulate recommendations for ensuring increased international staff presence inside Libya;
  • Lead on ad hoc security assessments depending on project needs and formulate adapted access modalities in security-sensitive areas.

 

Responsibility 3: Representation and Coordination

Sub-responsibilities:

  • Represent HI externally in security and access forums and with local actors when requested by the Country Manager;
  • Maintain and expand HI’s external relationships with security and access staff of other international organisations and UN agencies.
  • Based on the context analysis and appraisal of the level of acceptance, establish connection with national stakeholders and network involved in the conflict : government bodies, police, militia, armed groups,…

 

Responsibility 4: Reporting

Sub-responsibilities:

  • Prepare regular context and security updates for internal reporting purposes; participate in the SMT meeting and provide information and advice to SMT members;
  • Support the preparation of internal incident reports and ensure reporting channels are respected and incidents are followed up;
  • Deliver a handover document and attend a debriefing at headquarters at the end of your mission.

Others:

  • Any other service / task in connection with the programme that may prove necessary.

PROFILE SOUGHT

 

  Essential Preferable
Qualification(s):

 

·         Formal education/training in political studies, conflict, security or humanitarian studies
Experience (type and amount of experience) :

 

 

·         At least 3 years of relevant professional experience with humanitarian missions, preferable in a contemporary conflict context

·         Proven experience in developing and implementing analysis and reporting tools

·         Proven experience in working or opening access in sensitive conflict areas

·         Experience in providing training and capacity building with international and national staff

Skills (knowledge, abilities required for the position, refer to skills repository document) :

 

·         Highly developed analytical, reporting, interpersonal and communication skills including influencing and negotiation

·         Demonstrated training and mentoring skills

·         Professional proficiency in English
