HI is currently implementing several programs in Tripoli, Misrata and Benghazi, supporting vulnerable persons and their families such as people with disabilities (including people living with mental health problems), people with chronic diseases, older persons, displaced and returnees’ persons and families, migrants, and refugees. Activities include provision of comprehensive rehabilitation services including physical therapy and psychosocial support, provision of assistive & mobility devices as per needed; capacity building, technical support, and donations of assistive devices and/or materials and equipment to health partners; training on inclusion principles to other humanitarian actors and health workers.
Since early 2019 HI is implementing a three-year project entitled ‘Action for Mental Health Assistance in Libya’ (AMAL) as part of wider initiatives to improve the access and quality of health care services in Libya. Implemented in partnership with the Libyan Ministry of Health and a Tunisian NGO, the overall objective of the project is to allow the most vulnerable people in Libya from host communities, those internally displaced and returnees and migrants, suffering from mental health disorders/psychosocial disabilities to regain or to preserve good mental health by accessing quality interventions at community level, primary health care level, and secondary and tertiary level.
From June 2020 HI is also implementing a one-year project entitled ‘Strong and Loving Active Minds’ (SALAM) to enhance the development of a culture of peace, cooperation and responsibility – with a focus on youth (male and female) – through improved provision of MHPSS services at community level. This project will strongly rely on Libyan Civil Society Organizations.
HI is also involved in Humanitarian Mine Action (HMA) activities. As a response to increased ERW related accidents, HI is also currently resuming its Risk Education activities in greater Tripoli as of November 2020.
The post holder will be expected to spend at least 80% of their time in Libya including traveling between operational bases in Tripoli, Misrata and Benghazi, along with other international staff.
JOB DESCRIPTION:
The primary objective of the Humanitarian Access & Security Manager is to contribute to ensuring the safety and security of HI’s mission, staff, and goods in Libya at all times and to support the feasibility and achievement of planned activities through ensuring robust risk analysis, security frameworks and tools and protocols are in place and effectively implemented. The secondary key objective is to build capacity in safety and security management across the programme team at all levels. Finally, the third key objective is developed HI’s capacity to analyze, dialogue, and negotiate in order for populations to fully access humanitarian aid.
Under the responsibility of the Country Manager and in close coordination with project and support staff, the Libya Humanitarian Access & Security Manager will be in responsible to:
ü Ensure follow-up and analysis of the political, conflict and security context and trends in Libya;
ü Lead on a comprehensive security assessment and formulate recommendations designed to facilitate international staff visits to Libya on a short and on a long-term basis, and lead the follow up of implementation of the recommendations;
ü Support the regular analysis and formalization of risks and threats for the overall program and the implementation of mitigation measures;
ü Lead the review and implementation of adapted security procedures to ensure program continuity, project monitoring and increased international staff presence;
ü Design and deliver a series of capacity building initiatives to ensure sound understanding amongst teams on the programmer’s security framework and processes;
ü Maintain and expand HI’s external relationships with relevant security, context and access referents of other international agencies.
PROFILE SOUGHT:
Qualification(s):
• Formal education/training in political studies, conflict, security or humanitarian studies
Experience :
• At least 3 years of relevant professional experience in the humanitarian sector, preferably in a contemporary conflict context in the Arab or African world
• Proven experience in developing and implementing analysis, planification and reporting tools
• Proven experience in working or opening access in sensitive conflict areas
• Experience in providing training and capacity building with international and national staff
• Experience living and working in Libya would be an asset, understanding of the region and country context
Skills:
• Highly developed analytical, reporting, interpersonal and communication skills including influencing and negotiation
• Demonstrated training and mentoring skills
• Excellent networking capacities for building constructive relationships government bodies and humanitarian actors
• Professional proficiency in English and Arabic (written and verbal)
• Strong IT skills, including the use of GPS and mapping software
Personal qualities:
• Willingness to work/ travel in difficult and insecure environments
• Ability to work in a multicultural environment and in a multidisciplinary team
• Proactive and self-motivated

- Position based 80% in Libya / 20% in Tunisia
• 12 months international contract ideally starting from March the 10th 2021 (renewable)

•Medical coverage with 50% of employee contribution
•Repatriation insurance paid by HI - Salary from 2813€ gross/month upon experience
• Perdiem : 676€ net/month in Libya, 426€ net/month in Tunisia – paid in the field
• Hardship allowance: 500€/month provided from 16 calendar days per month spent in Libya
• Paid leaves : 25 days per year
• R&R : 1 day of R&R for 8 days spent inside Libya
• Position: couple/ family posting possible, based in Tunis – Support of the travel costs (air ticket & visa) for accompanying dependents and health/ repatriation insurance if the dependents has no income
• Housing : individual or collective depending on the situation, taken in charge by HI
