Context:
Under the overall supervision of the Senior Resource Management officer and direct supervision of
the Information Technology /Database officer, the Information Management Assistant is responsible
for support all aspects and functions of the Information Management tools, including IOM emergency
response, data collection activities and various activities or projects which may develop within the
Information Management & Technology.
Core Functions / Responsibilities:
1. Support to ensure proper Implementation of the Information Management tools in the
mission, including database development, testing, data entry and quality assurance of
Information management products.
2. Coordinate with mission’s programs to ensure accurate and systematic data collection of IOM
daily work.
3. Assist in drafting Information management documentations, including but not limited to Technical Specification of Data base applications, business cases and requirement, technical specification sheet, user manual and applications testing plans.
4. Train and support field works related to survey and assessment; database assistants in the use, maintenance and support of database system.
5. Support the coordinate of effective data collection tools and ensure regular monitoring as per agreed timelines; prepare and update project reports.
6. Assist in coordination and implementation of Information Management related activities including capacity building activates.
7. Support in designing and creating mapping analysis based on information collected by IOM team and other secondary data.
8. Assist in Planning, designing and implementation of the mission’s Information Management and reporting tools. Ensure timely and accuracy of all data and information products provided by IOM Libya.
9. Assists in performing quality control (QC) on all products generated and disseminated by IOM including data and maps, Archives IOM geographic data and maintains the mission’s IM database tools;
10. Draft, organize and deliver trainings on IM-related tools to build the capacity of staff members.
11. Ensure that database and application developed are fully compatible with IOM Application Development Standards and Guidelines, including required approval and coordination with ICT in Cairo and HQ.
12. Identify potential risks associated with solution development and enhancement projects, plan mitigation measures and report to Project Management.
13. Make sure that IOM Data protection principles are met and followed when dealing with beneficiaries data or any other work related Data.
14. Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
• University degree in Computer Science, or related area from an accredited academic institution with two years of relevant professional experience in Data Management or Information management,
Experience
• Good knowledge of experience in software development using the following tools: SQL Server, SQL Server Reporting Services (SSRS), ASP.NET, Microsoft .NET Framework and MS Power BI.

• Valid technical certifications (CCNA, MCP Windows/Exchange Server, MCSA /MCSE, ITIL Foundation) would be a distinct advantage.
• Demonstrated ability to handle confidential data in a professional, responsible and mature manner.
• Demonstrated ability to work effectively and harmoniously with colleagues within a team from varied cultures and professional backgrounds.
• Ability to present ideas in a user-friendly language to non-technical staff and end-users knowledge of an issue-tracking system an advantage.
Languages
• Fluency in English and Arabic is required
• Working knowledge of French is an advantage
