Job Overview
All INTERSOS employees are expected to perform their roles and responsibilities according to the INTERSOS charter of values, code of ethics, PSEA and Child Protection policies. The job description is mandatory for all positions within INTERSOS and shall be signed by the employee within the first week of employment.
Key Responsibilities and Tasks
- Provide IM services for key decision-making including; data collection, collation, analysis, information dissemination and reporting.
- Maintain and continuously update (on a fortnightly or monthly basis) the existing IM products to ensure all are up to date. In particularly:
- the contact directory and mailing list;
- the Who does What Where (3W) database and derivative products, such as charts and maps;
- if / when it becomes relevant, the Who does What Where and When (4W) database tracking post emergency response and the consequent mapping. This may include needs and gap identification for the sector; facilitating and agreeing boundaries / benchmarks to enable prioritisation within the sector)
- Proactively gather information from other clusters/organizations/Partners which may be of use to the informing decisions, including movement of population, potential camp locations and road networks;
- Support in the overall information management of the INTERSOS programmes in Tripoli area.
- Support the assessment database and development new mobile assessment forms, where required
- Clean, aggregate, compile, and Analyze assessment datasets. Develop and update weekly/monthly programme performance monitoring dashboards
- Produce visual materials with aggregate data to support project communications and reporting.
- Build the capacity of other team members on the use of online assessment tools
- Support the adoption of mobile data collection tools by field teams; provide technical guidance to programme personnel regarding possibilities and limitations of electronic data collection tools
- Maintain professional and technical knowledge by attending workshops and reviewing professional publications.
- Liaise with technical staff at other organizations and participate in meetings and activities by coordinating bodies, under the supervision of the MEAL manager.
- Ensure monitoring schedule, data collection targets, and reporting deadlines are adhered to Draft and share with the M&E Officer the daily/weekly/monthly work plan
- Any additional tasks in support of project MEAL and information management as assigned by the Line manager.
Accountability
Together with INTERSOS MEAL Team, support in identifying and documenting appropriate accountability mechanisms for adoption by programs.
Participate in the implementation of INTERSOS’s Feedback, Complaints and Response Mechanism (F-CRM);
Learning and project quality
Support program team in capturing and documentation of lessons learned and best practices.
Contribute to organizational learning through supporting specific analysis, lessons learned, reports and events
Capacity building
Capacity build, train and support sectors and field staff to improve the field monitoring or any other MEAL needs;
Participate in induction of MEAL to relevant program and support staff
QUALIFICATIONS AND COMPETENCIES
- Degree in computer science or any relevant degree which includes training in database development and data analysis.
- Written and verbal fluency in English and Arabic is mandatory
- At least 4 years’ experience developing assessments and using mobile data collection tools.
- Demonstrate advanced experience with MS office, especially MS Excel and Access.
- Demonstrated experience with KOBO, ODK and google forms or other humanitarian data tools.
- Demonstrated experience with Power BI, Tableau and/or comparable analytics and data management software
- Experience conducting complex analytics and producing useful reports through technical software including, STATA and/or SPSS is an asset.
- Proficiency in data analysis. Able to manage, analyze, and organize data and be adept at analysis and interpretation of large quantities of data.
- Ability to design infographics that make data easy to understand.
- Proficiency with Geographic Information Systems. QGIS, ARCGIS, CartoDB an asset.
- Prior experience with a humanitarian organization or agency an asset
- Willingness and ability to work in difficult environments, in often stressful time critical situations.
- Willingness to work in the field, as and when required.
- Fluent English and Arabic
Other Technical Skills that are considered desirable:
- Assessment, Survey, and Monitoring and Evaluation expertise.
- Communications and technical writing using both graphic and narrative presentations.
