How can you make a difference?

The main activities of this consultancy will be divided in two phases:

 

Phase one:

  1. Conduct a desk review of all available studies and surveys related to adolescents and young people in Libya, including an overview of the issues of North Africa.
  2. Review of UNICEF related documents: CPD, Youth and adolescent PSN from 2019-2022, vulnerability assessment, MENARO documents and strategies.
  3. As a result of the desk reviews from points 1 and 2 above, organize/support organization of stakeholder consultations: to seek the feedback and ownership of   Ministry of Youth, Ministry of Technical Vocational Education and Training, relevant UN agencies, civil society organization working with young people, particularly those that have climate related programs, Ministry of Environment, young people-led organizations and private sector and any other identified relevant stakeholder.

 Phase two:

  1. As a result of the phase one activities, develop a draft strategy for adolescents and youth for 2023-2025 aligned with the UNICEF ADAP strategy, the Libyan context, the UNICEF comparative advantage and the MENARO accelerators.
  2. Present the first draft of the strategy to UNICEF to get feedback.

 

 

Submit the final version of the strategy to UNICEF and key stakeholders.

40% of the total consultancy fee

 

Organise/support organization of stakeholder consultations: Ministry of Youth, Ministry of Technical Vocational Education and Training, relevant UN agencies … civil society organization working with young people, Ministry of Environment, young people-led organisations and private sector and any other identified relevant stakeholders.

 

Present the main findings of the desk reviews and stakeholders’ consultations and prepare a first report with the main pillars of the proposed UNICEF strategy.

 

  1. In-country meetings organized.
  2. Meeting minutes available.
  3. Report highlighting the main findings of the desk reviews, stakeholders’ consultations and the main pillars of intervention for UNICEF Libya.
  4. Present the report to UNICEF (10-15 pages maximum) and receive initial feedback
15 working days in-country (spread across 4 to 5 weeks)

  1. Draft strategy prepared (15-20 pages maximum, including Theory of Change and results framework).
  2. Incorporate inputs from CO and RO as appropriate.
  3. Power point presentation to key stakeholders (TBC) .
15 working days (spread across 4-5 weeks) 60% of the total consultancy fee at approval of strategy report and power point presentation.

 

Working arrangements:

This assignment is both home-based and Libya-based (estimated 15 working days in Libya across 4 to 5 weeks),

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in  Education, Economics, Psychology, Sociology or another relevant technical field.
  • Minimum 5 years of demonstrated experience in Education programme with key focus on adolescents and young people programme.
  • Experience in emergency context is an asset
  • Prior experience of working in Libya is an asset
  • Fluency in English is required. Knowledge of Arabic is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).
