How can you make a difference?

The objective of the assignment is to support the Libya Country Office in strengthen the clarity and articulation of the cross-cutting gender component of its current programme, to strengthen partner capacity on gender programming, and to provide recommendations for next programme cycle. In line with the UNSF and the Gender Action Plan, the consultant will have following tasks: (1) review of the GPR report completed by the Regional Office; (2) drafting the Gender Programme Strategy Note, with close consultation with the sections; (3) recommendations for priorities in the next planning cycle, feeding into the Strategic Moment of Reflection and planning for the new CPD (2023 and beyond); and (4) strengthen internal capacity on gender programming.

To accomplish these tasks the consultant will:

• Review and validate gender responsiveness of existing programmes, the country programme design, its implementation, expected and achieved results as well as appropriateness of the existing measurements;

• Re-investigate gender related institutional commitments during this period (programme and  Operations);

• Recommend means to improve gender results, in terms of programme activities and results tracked;

• Recommend means to improve gender results, in terms of institutional capacity and funding opportunities;

• Provide concrete recommendations to the country office in identifying office wide gender priority areas in line with GAP standards and criteria of Scale, funding;

• Support capacity development and knowledge building of Country Office staff in regards to gender-responsive programming.

 

WORKING ARRANGEMENTS

The consultant will work remotely under the direct supervision of the Deputy Representative of Programmes, in consultation with the PMU and Gender Focal point. As required, he/she will work in coordination with Libya Country Office Special Representative and relevant programme sections.

DELIVERABLES

A total of 60 consultancy working days are estimated for this assignment with the following estimated share of days across deliverables:

▪ Based on a review of programme documents and relevant literature, review the Gender Programme Review, contributing to the finalization of the document (15 days);

▪ In close consultation with the PMU, the Gender Focal point and the Programme sections, drafting a cross-cutting Programme Strategy Note on Gender for the CPD extension period (2021-2022), aligned with UNICEF guidelines, including ensuring that indicators have gender disaggregated results that can be tracked through existing monitoring systems (30 days);

▪ Provide strategic programming recommendations to feed into the Strategic Moment of Reflection and the post 2022 planning cycle, in the format of a brief paper (not more than 5 pages) (10 days);

▪ Capacity development and knowledge building of UNICEF staff, including during the process of achieving the above deliverables and as part of a series of reflective facilitated discussions with sections (5 days).

Key milestones and timelines will be discussed and agreed to by the Deputy Rep and the consultant during the first two weeks of the consultancy.

All submissions should be electronic. All materials submitted to UNICEF should be delivered in English.

Two payments are envisaged during this consultancy:

▪ First instalment: Following submission of revised Gender Programme Review and satisfactory Programme Strategy Note – 60%

▪ Second instalment: Upon satisfactory delivery of strategic programming recommendations for the next programme cycle (post-2022) and capacity building staff – 40%

 

To qualify as an advocate for every child you will have…

Financial proposal, CV and samples of writing should be submitted to apply for this position. These will be scored against 100-point scale. Twenty points (20%) will be allocated to the financial proposal and the technical proposal will be scored against 80 points (80%).

  • Experience in gender related programming development and delivery in the UN system
  • Advanced degree in social sciences, international development or related fields relevant for the assignment.
  • At least five years of experience in programme/project management in a humanitarian context.
  • Strong experience in designing and implementing gender-responsive, gender sensitive and gender transformative programming.
  • Previous experience with the UN, especially supporting the development of programme strategy in the area of Gender (experience with UNICEF Gender Programmatic Review and development of PSN is an advantage)
  • Knowledge of the MENA region (experience in Libya is an advantage)
  • Strong analytical capacity and drafting skills essential.
  • Experience conducting gender training.
  • Fluency in written and spoken English.
  • Arabic Language skills will be considered an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors.  Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
