Job Description
The British Council is seeking to sign a consultancy agreement with a National Expert as a TVET Leadership and Management Development. The overall purpose of this assignment is to develop high quality coherent Vocational and Technical Education and Training institutes that can respond to the needs of the labor market by providing skilled and employable graduates. This assignment will be led by an International Senior Expert (ISE) and the appointed national expert will work closely with the ISE. We expect that this overall training programme will be delivered using a blended approach.

Role overview
We expect that this overall training programme will be delivered using a blended approach (mostly remote/online training and as and when travel restrictions eased, facilitate face-to face training).
The participants will comprise of 24 Directors/Deputy Directors and Senior Trainers (responsible for training programmes) from 8-10 Intermediate Institutes, and 6 participants from National Board for TVE and 5 selected business representatives.
The L&M programme will be an executive and highly personalised leadership development programme designed to support TVET institutional managers to develop more autonomous, flexible and responsive institutions. The programme will be underpinned by development of leadership competency standards adapted to the Libyan context and will focus on the acquisition and practical application of strategic and personal leadership skills which will be developed through assignments which will reinforce the practical application of new knowledge. Taking part in the leadership programme, senior staff will be exposed to TVET leadership and management standards and international best practice, supporting these leaders to create a TVET ecosystem that improves learning for all.
