The ICRC Delegation in Libya – seeks to fill the following position:
Legal Officer on IHL (International Humanitarian Law)
based in Tripoli, Libya
We are looking to hire a National Legal Officer on International Humanitarian Law (IHL) and national law. The chosen candidate will work for the promotion and implementation of IHL in Libya which requires engaging with various Ministries and entities of the Government of Libya, Academic institutions such as Faculties of Law, Universities and other civil society organizations. Carrying out research on domestic legal frameworks to facilitate ICRC’s engagement on various humanitarian issues will be an important function of this role.

Main tasks and functions of the post:
- Drafts legal notes/analyses and contributes with legal aspects to working papers, summary reports, related to delegation’s IHL promotion activities and objectives.
- Supports and carries out IHL dissemination activities directed at specialized audiences and the public at large and supports the implementation of strategies, programs and action plans related to IHL treaty participation, the development of relevant domestic legal and policy frameworks, and mechanisms for their implementation.
- Supports the provision of legal advice and technical assistance to national authorities and other interested parties.
- Monitors developments in the national implementation of IHL and relevant international human rights law (IHRL) norms.
- Develops and maintains relations with academic circles, supports the teaching of IHL, and develops and maintains a network of partners and contacts linked to legal questions and IHL promotion and implementation.
- Represents the delegation(s) in meetings with external contacts; participates in dissemination sessions.
- Performs independent research on and analysis of specific legal issues, as well as broader sectors of the national legal system.
Certifications / Education and other skills required:
- Libyan citizen
- University degree in law.
- Master’s degree or specialization, including in a discipline of public international law.
- Very good understanding and knowledge of IHL and IHRL.
- Admitted to the bar an advantage
- Fluent command of English and Arabic, and of the local language (including legal drafting skills).
- Good understanding of Libyan legal, political and socio-economic aspects
- Computer proficiency with the ability to type and correspond in English and Arabic fluently Be able and willing to travel to different parts of Libya and abroad for professional reasons.
- Capacity to teach and be confident and familiar in handling audience in seminars / courses.
- Service-oriented and flexible.
- Capacity to handle a lot of sensitive information with strict confidentiality and ethics.
- Highly responsible with the capacity to work independently while maintaining team dynamics and team spirit.
- Genuine interest in humanitarian activities (especially ICRC’s), previous experience in the humanitarian environment an asset.
Professional Experience Required:
- Minimum of 2 years working experience in a similar function with any International / National Organisation including in government, academic and judicial sector.
- Capacity to teach and be confident and familiar in handling audience in seminars /courses.
- Legal Drafting Experience a plus.

Recruitment process:
The recruitment process is divided into two parts; written tests and interviews. During the written test, the shortlisted candidates will go through a technical test to judge their advanced knowledge of International Humanitarian Law, language proficiency, and writing abilities. Only candidates who passed the written test will be invited for an interview.
