The European Union Integrated Border Management Assistance Mission in Libya (EUBAM Libya), is part of the Common Security and Defence Policy (CSDP), which enables the Union to take a leading role in peace-keeping operations, conflict prevention and in strengthening of international security. It is an integrated part of the EU’s comprehensive approach towards crisis management, drawing on civilian experts as well as experts from the police and other areas.
EUBAM Libya was established on 22 May 2013 by the Council of the European Union in response to a request from the Libyan Government to the EU to support the Libyan authorities in improving and developing the security of the country’s land, sea and air borders. As a civilian crisis management mission with a capacity-building mandate, EUBAM Libya assists the Libyan authorities at strategic and operational level. Its mandate is carried out through supporting relevant Libyan counterparts in border management and fight against border crime and terrorism.
EUBAM Libya Headquarters is currently located in Tripoli, having a sub-office in Tunis, and is progressively increasing its presence in the host country. In this perspective, EUBAM Libya is looking for Local National Staff to support its operations in Tripoli.
The EU strives for improved gender balance in CSDP operations in compliance with UNSCR 1325.
General Requirements & Eligibility

1. Reporting Line:
The Project Officer reports to the Head of Project Cell.
2. Main Tasks and Responsibilities:
- To assist with project planning and development, and implementation of the Mission’s projects;
- To assist Project Coordinators with all aspects of project administration and logistical arrangements in the planning and implementation of projects;
- To assist Project Coordinators in preparing project documents, such as project proposals, project budgets, justification notes, Terms of Reference(s), etc.;
- To assist Project Coordinators in obtaining relevant information from Mission Support;
- To assist with maintaining a record of the Mission’s project history and ongoing activities;
- To assist Project Coordinators and Project Managers with the logistics required to implement all project activities, incl. booking meeting venues, catering, accommodation, flight tickets, etc.;
- To assist Project Coordinators in preparing documents for the procurement procedures required for purchasing equipment, services, etc. for the implementation of projects;
- To assist with the coordination across the Mission’s operational components/units to ensure that the Mission’s projects are coordinated with other local, EU and international actors to avoid duplication;
- To assist Project Coordinators with the development and regular updating of the Mission Implementation Plan;
- To assist Project Coordinators with the Mission’s internal and external reporting against benchmarking
3. General Tasks and Responsibilities:
- To identify and report on lessons learned and best practices within the respective area of responsibility;
- To contribute and ensure timely reporting on activities within the respective area of responsibility;
- To take account of gender equality and human rights aspects in the execution of tasks;
- To undertake any other related tasks as requested by the Line Manager(s).
4. Essential Qualification and Experience:
- Successful completion of University studies of at least 3 years attested by a diploma OR a qualification in the National Qualifications Framework which is equivalent to level 6 in the European Qualification Framework OR a qualification of the first cycle under the framework of qualifications of the European Higher Education Area, e.g. Bachelor Degree AND
- A minimum of four (4) years of relevant professional experience.
- Essential Knowledge, Skills and Abilities:
- Teamwork capabilities;
- Time management skills;
- Problem solving skills;
- Project administration skills.
- Desirable Qualifications and Experience:
- Additional studies/certified professional training in Project administration
- Working experience in a multi-national and international environment or organizations.
- Desirable Knowledge, Skills and Abilities:
- Familiarity with the EU Financial Regulations;
- Knowledge of Arabic and/or French;
- Ability to maintain a clean, safe and hazard free working environment and the highest standards of personal appearance at all times.
