The European Union Integrated Border Management Assistance Mission in Libya (EUBAM Libya), is part of the Common Security and Defence Policy (CSDP), which enables the Union to take a leading role in peace-keeping operations, conflict prevention and in strengthening of international security. It is an integrated part of the EU’s comprehensive approach towards crisis management, drawing on civilian experts as well as experts from the police and other areas.

EUBAM Libya was established on 22 May 2013 by the Council of the European Union in response to a request from the Libyan Government to the EU to support the Libyan authorities in improving and developing the security of the country’s land, sea and air borders. As a civilian crisis management mission with a capacity-building mandate, EUBAM Libya assists the Libyan authorities at strategic and operational level. Its mandate is carried out through supporting relevant Libyan counterparts in border management and fight against border crime and terrorism.

EUBAM Libya Headquarters is currently located in Tripoli, having a sub-office in Tunis, and is progressively increasing its presence in the host country. In this perspective, EUBAM Libya is looking for Local National Staff to support its operations in Tripoli.

The EU strives for improved gender balance in CSDP operations in compliance with UNSCR 1325.

General Requirements & Eligibility

  1. Reporting Line:

The Personal Assistant to the Head of Mission (HoM) reports to the Head of Mission.

  1. Main Tasks and Responsibilities
  • To support the Head of Mission (HoM) and to the DHoM with a daily general secretarial support;
  • To manage the HoM agenda and arrange meetings and appointments with senior Libyan counterparts on behalf of the HoM;
  • To prepare, on request of the HoM, analysis and profiles of Libyan counterparts, including High Level representatives.
  • To assist the Head of Mission in the contacts with the Libyan authorities, particularly with the Ministry of Foreign Affairs and Prime Minister Office, for any kind of issue related to the Visa or authorisation;
  • To deliver, whenever requested by HoM or Deputy HoM, correspondences to the Ministry of Foreign Affairs departments;
  • To assist the Head of Mission and DHoM in establishing and supporting the development of contacts with other Libyan authorities, Diplomatic Missions and International Organisations at all levels of seniority;
  • To register and archive Note Verbal and other official communication enacted by the HoMs office and signed by HoM and DHoM;
  • To prepare and disseminate official communications, correspondence and memos on behalf of the Head of Mission and his/her office;
  • To support the organisation of meetings and key Mission events, and receive guests for the Head of Mission;
  • To arrange travel plans for the Head of Mission Office and DHoM ensure their follow-up in coordination with the Mission Support Department, including on documenting expenses and follow-up reports;
  • To print and prepare dossiers for meetings and duty trips of the HoM;
  • To support the communication of the HoM Office with other Mission departments, and provide back-back support to the Executive Officer in case of his/her absence;
  • To ensure that the HoM and his/her office are properly equipped with supplies;
  1. General Tasks and Responsibilities
  • To identify and report on lessons learned and best practices within the respective area of responsibility
  • To contribute and ensure timely reporting on activities within the respective area of responsibility.
  • To take account of gender equality and human rights aspects in the execution of tasks
  • To undertake any other related tasks as requested by the Line Manager(s).
  1. Essentials Qualifications and Experiences
  • Successful completion of a full course of University studies (at least 4 years) attested by a degree in English, translation, linguistics or other relevant fields equivalent to level 7 in the European Qualification Framework.
  • A minimum of five (5) years of professional experience in administrative/secretariat sector.
  1. Essentials Knowledge, Skills and Abilities
  • To be a native Arabic speaker.
  • Proficiency in oral and written English (C1/C2 level of knowledge of English according to the Common European Framework of Reference for Languages classification system – CEFRL or equivalent).
  • To have computer literacy (Microsoft Office).
  1. Desirable Qualifications and Experiences
  • Experience in a similar position within a multi-national and/or international environment or organisation.
  1. Desirable Knowledge, Skills and Abilities
  • To be able to work effectively under pressure, in difficult circumstances, as well as ability to communicate with personnel at all operational and strategic levels.
  • To be able to maintain strict confidentiality and impartiality.
  • To be able to work without supervision, complete assigned tasks within strict deadlines and consistently maintain quality and accuracy in performance of duties.
  • To follow meticulous time keeping, and, ability and willingness to work additional hours if required.
  • To have proven interpersonal skills and the ability to establish and maintain effective working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
  • To be able to maintain a clean, safe and hazard free working environment and the highest standards of personal appearance at all times.
