The European Union Integrated Border Management Assistance Mission in Libya (EUBAM Libya), is part of the Common Security and Defence Policy (CSDP), which enables the Union to take a leading role in peace-keeping operations, conflict prevention and in strengthening of international security. It is an integrated part of the EU’s comprehensive approach towards crisis management, drawing on civilian experts as well as experts from the police and other areas.
EUBAM Libya was established on 22 May 2013 by the Council of the European Union in response to a request from the Libyan Government to the EU to support the Libyan authorities in improving and developing the security of the country’s land, sea and air borders. As a civilian crisis management mission with a capacity-building mandate, EUBAM Libya assists the Libyan authorities at strategic and operational level. Its mandate is carried out through supporting relevant Libyan counterparts in border management and fight against border crime and terrorism.
EUBAM Libya Headquarters is currently located in Tripoli, having a sub-office in Tunis, and is progressively increasing its presence in the host country. In this perspective, EUBAM Libya is looking for Local National Staff to support its operations in Tripoli.
The EU strives for improved gender balance in CSDP operations in compliance with UNSCR 1325.
General Requirements & Eligibility

1.Reporting Line
The Coordination Assistant reports to the Deputy Head of Mission (DHoM), and works under the functional supervision of the International Liaison and Coordination Officer or designated alternate.
- Main Tasks and Responsibilities:
- To contribute to the coherent planning and implementation of the coordination and cooperation activities of the Mission;
- To contribute to mapping and assessment of ongoing bilateral and multilateral cooperation activities;
- To keep up to date information and database on the ongoing cooperation with Mission’s bilateral and multilateral cooperation activities
- To provide general secretarial support related to coordination and cooperation functions and external meetings
- To provide support in ensuring Mission activities are closely coordinated with all EU and international actors to achieve mutual awareness, a comprehensive approach and avoid duplication;
- To facilitate the interaction between the Mission and bilateral and multilateral actors, as well as national civil society;
- To assist DHoM in establishing and supporting the development of contacts with Libyan authorities, Diplomatic Missions and International Organisations at all levels of seniority.
- General Tasks and Responsibilities:
- To identify and report on lessons learned and best practices within the respective area of responsibility;
- To contribute and ensure timely reporting on activities within the respective area of responsibility;
- To take account of gender equality and human rights aspects in the execution of tasks;
- To undertake any other related tasks as requested by the Line Manager(s).
- Essential Qualifications and Experience:
- Successful completion of Secondary school attested by a diploma; AND
- A minimum of three (3) years of relevant professional experience in a relevant field of work, after having fulfilled the education requirements.
- Essential Knowledge, Skills and Abilities:
- Analytical and problem solving/negotiation skills;
- Ability to work independently with minimum supervision;
- Project management skills: Language skills French and English (level to be checked with HR – has to be independent user/(B2/C1)
- To be a native Arabic speaker
- Proficiency in oral and written English (C1/C2) and in French (B2/C1), the levels refer to the Common European Framework of Reference for Languages classification system – CEFRL or equivalent.
- To have computer literacy (Microsoft Office)
- Desirable Qualifications and Experience:
- International experience, particularly with multinational and international organisations.
- Desirable Knowledge, Skills and Abilities:
- To be able to work effectively under pressure, in difficult circumstances, as well as ability to communicate with personnel at all operational and strategic levels.
- To be able to maintain strict confidentiality and impartiality.
- To be able to complete assigned tasks within strict deadlines and consistently maintain quality and accuracy in performance of duties.
- To follow meticulous time keeping, and, ability and willingness to work additional hours if required.
- To have proven interpersonal skills and the ability to establish and maintain effective working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
- To be able to maintain a clean, safe and hazard free working environment and the highest standards of personal appearance at all times.
