Main Purpose of the position | The Local Administrator is in charge of all the administrative tasks of the base and ensures the financial objectives are met. |
NB: the order of the list below does not provide any kind of priorities to the objectives. They are all part of the position & must be reached.
Objective 1: Manages TDH IT accountancy in the base, under the supervision of the Country Admin.
- Manages the cash reconciliation and prepares the monthly bank/cash reconciliation;
- Supports the Head of Programs/the Project Manager in the allocation of resources (financially/data entry)
- Checks all the invoices for a given project vs all the financial lines
- Calculates and perform the payments of staff’s taxes, in coordination with HQ and with the relevant parties
- Manages and supports the Head of Programs/the Project Manager for all the bank related issues
Objective 2: Ensures efficiency in payments to providers, staff, consultants, and partners.
- Prepares the contracts to be submitted to the Head of Programs/the Project Manager and Country Admin Donor for validation
- Respects the deadlines of the different contracts
- Writes down all the banking transactions in the bankbook
Objective 3: Supports the Head of Programs/the Project Manager in ensuring the compliance and harmonization of procurement in accordance to TDH IT and donor procurement guidelines and project budgets (invitation to bid, request for quotation, purchase requests and purchase orders)
Objective 4: Timely identifies, informs and discusses any issue with the Country Administrator or Head of Programs/the Project Manager
Objective 5: Reports, Capitalization and Communication
- Supersizes and checks the filing of all the related financial and administrative project documents: invoices, payment vouchers, bank documents, providers’ contracts;
- Assist the Country Admin in the preparation of audit inquiries and requests for financial information
- Prepare the projects’ reports to be submitted to the Head of Programs/the Project Manager and Country Admin Donor for validation before submitting to the Donors
And any other duties that seemed relevant to the position and assigned by your manager.
