Job description

Overview of position

UNDP will expand its support in building capacities at national and subnational levels among others in increasing citizen participation with focus on youth and women in governance. Increasing democratic citizens’ participation (women, and youth in particular) at municipal council level during the lifespan of an elected council will improve the governance practice in Libya. UNDP seeks to engage a National Local Governance Legal Consultant to provide expertise and support to enhance the effectiveness of participatory local governance in Libya. The consultant will collaborate with the Ministry of Local Governance (MoLG) and Ministry of Youth (MOY) to improve participatory governance practices, introduce innovations, address challenges, and promote sustainable development at the local level.

Role objectives

Advises on any matter regarding the citizen participation with focus on youth and women within legal Local Governance framework of Libya and working closely with the MOLG and MOY under the overall supervision of the UNDP Project Manager. His/her tasks specifically focus on:

  •   Provide expert advice on improving the youth and women participation within existing legal Local

    Governance framework, including laws, regulations, and procedures concerning Local Governance.

  •   Collaborate with relevant stakeholders to identify areas for legal framework enhancement.
  •   Assist in drafting new procedures or adjusting existing ones to streamline and enhance the

    efficiency of local governance processes to improve citizen participation practice.

  •   Offer guidance and support in addressing legal matters and complaints related to citizen

    engagement in local governance.

  •   Advise on potential impacts and recommend suitable actions.
  •   Stay informed about developments in legal jurisprudence related to local governance and advise

    on their potential impact on local governance practices.

  •   Maintain relationships with key stakeholders in the governance and legal sectors to facilitate

    collaboration and knowledge sharing.

  •   Conduct comprehensive legal monitoring on Libya’s legal and governance systems to inform

    decision-making processes.

  •   Assists the Training sessions when needed in providing content for training on legal and/or citizen

    participation issues.

  •   Undertake any formally delegated task.

Further information
    •   At least 15 years’ experience (or 18 years’ experience in absence of a master’s degree) in legal affairs.
    •   Solid international experience with local governance in at least three different countries (post- conflict / development context).
    •   Experience in training and building/development with electoral stakeholders.
    •   Experience working with the UN or other international multilateral, or

      bilateral agencies is required.

    •   Experience of working in the MENA region is required.
    •   Knowledge of Libya’s electoral legal framework and the judicial system is an

      asset.

    •   Excellent writing and communication skills in Arabic, English skills is an asset
