About the job
Overall Purpose of the Job: The Local Security and Logistic Officer, based in the Municipality of Sabha, is responsible for Security and Logistics Operations related to the activities of CEFA’s projects in the south of Libya.
Tasks:
All the following tasks will be carried out underunder the supervision of the Sebha Base Coordinator, in coordination with the Senior Field , the Procurement Officer and under the overall responsibility of the Project Manager CEFA in Libya:
Security:
- Provide security, safety and risk mitigation and ensure that project staff complies with CEFA’s and donor-specific security procedures;
- Monitor and analyze the ongoing threat environment faced by the project and brief the Local Coordinator and the staff accordingly;
- Ensure that appropriate risk mitigation measures are adopted, including physical protection measures, safe working routines, movement restrictions, protection equipment and security staff provision;
- Brief the staff on security measures and orientations;
- Coordinate with Access and Security Manager to suggest and maintain appropriate security measures;
- Report security incidents, violations of the security protocols and recommended suggestions to improve security protocols;
- Provide weekly security report to the Access and SecuritySecurity Manager, the Sebha Base Coordinator and the Project Managerin Tunis;
Logistic:
- Oversee administration and logistic support to the field office and projects activities in the of Libyae (procurement, transport, stocks and property management);
- Coordinate transportation and the delivery of procurement and inventory; maintain signatory schedule for purchase and payment authorizations;
- Respond to procurement and logistics requests related to supplies, services and works for the project activities;
- Archive soft and hard copies of quotations and purchase orders, contracts and tenders and ensure that all purchase documents are stored and documented in an appropriate and easy to access;
- Communicate to the Project Manager and the Administration Department logistic issues affecting projects’ implementation and make suggestions for the improvement of logistic procedures and to the Administration Department any procurement issues affecting projects’ implementation and make suggestions for the improvement of procurement procedures and;
- Support and review the Logistics aspects and budgets of project proposals and reports and review them prior to submission, providing feedbacks and advices;
- Prepare the database of contractors and suppliers and update them periodically; Prepare guidance notes for users on specific areas of Logistics procedures;
- Establish and maintain ethical and professional relationships with sellers and suppliers during the work period under any conditions;
- Ensure transparent management procedures according to CEFA and donor-specific procedures;
- Perform other duties as requests.
Required:
Experience and technical competencies:
- Minimum 3 years of working experience with s, UN Agencies, and around 2 years in field-based Logistic, Procurement and Security management capacity.
- Proficient in skills (MS-Excel, MS-Word, Outlook, etc.).
- Able to work with tight deadlines and under minimum supervision.
Education:
- Bachelor degree in international development/relations, economics, public/business administration or other related disciplines;
Languages:
- English and Arabic required.
