Overall objective |
Under the direct supervision of the Deputy Field Coordinator Support (DFCS), the Logistician is responsible to manage the Logistic Assistant, manage the Supply Chain, ensure the correct flow of supplies between vendors and beneficiaries at project level, manage the logistics of all PUI premises, vehicle movements and assets records at project level, in order to support the timely implementation of program activities in compliance with PUI procedures and donors’ guidelines. |
Tasks and Responsibilities |
* Support the LA in accomplishing the tasks related to supply chain
* Plan and manage logistics, warehouse, transportation. * Supervise and manage PUI premises (Offices, Guesthouses, Warehouses, directly-managed Clinics) * Supervise the PUI fleet of vehicles and energy-production equipment, tracking relevant indicators * Call for / supervise any maintenance and rehabilitation carried out within PUI premises * Ensure all stock and durable equipment are inventoried, upkept, dispatched and followed up on a regular basis * Share relevant data with the DFCS, on a weekly basis * Coordinates to all units for timely program implementation * Ensure a good documentation follow-up and archiving * Any other duties assigned by the Line Manager

Specific Goals and Related Activities |
1.Team Management
* Ensures the direct supervision and the management of the Logistics department: Logistics Assistant, Guards and cleaner * Ensures that the planned objectives are achieved by the Logistics department and leads the yearly collaborator’s appraisal * Participates to the hiring process of any Collaborator within the logistics department with the support of the admin team * Contributes to the decision making process regarding any collaboration contracts within the logistics department with the support of the DFC Support * Ensures compliance with PUI Internal Rules and Procedures at a base level. Make sure that sure that procedures, process (Vehicle rental, compound access etc…) are known and respected. * Ensures or delegates responsibility for the integration of new Collaborator within the Logistics department, ensuring the project context, relevant tools and procedures, and PUI policies are well understood. * Identifies needs and completes training programs for logistics department’s Collaborators (organizational support, methodology, technical support as the case may be organization of training sessions…). * Prepares the job profiles of Logistics collaborators under his/her immediate supervision. * Ensures that HR documents (attendance sheet, leave request, leave plan.) are communicated to the Administration department on time and as per PUI regulations. 2. Procurement Management * Support the LA (logistics Assistant) and DFCS (Deputy FieldCo Support) in the preparation of procurement plans * Instructs and supervises the LA, in order to assess the markets across the BGZ Office’s area of operations ; * Responsible to validate all purchase files at base level, in compliance with PUI procurement procedures; * As needed and in support of the LA, Provides technical guidance to the project managers on procurement procedures and give them feedback on their submitted purchase requests; * Supports the LA in its archiving tasks, in close cooperation with the Admin Department and the Coordination. * Acts as a liaison between DFCS, Coordination and LA regarding procurement file validations, compliance and follow-up 3.SUPPLY CHAIN MANAGEMENT * Manages and assists the LA in all tasks related to the supply chain, ensures that the supply chain is efficient and well working at a base level. * Ensures that all the procurement activities are implemented at base level in compliance with PUI procurement procedures and donors’ guidelines, and are properly documented. * Ensures that all the storekeeping activities are implemented at base level in compliance with PUI storekeeping procedures and donors’ guidelines, and are properly documented. * Ensures the organization of all transportation means at base level, notably by prioritizing the requests on a weekly basis and implementing a proper follow-up of their use. * Support the LA on the process of capitalization on the supply work done, through the compilation of markets studies, standard catalogs and pricelists, in collaboration with, and receiving feedback from him. * Is a force of proposal on the improvement of the tools used 4.HR & Fleet Management * In close coordination with the Program Department, ensures the preparation of weekly vehicles movement plan and submits it to the line manager for it to be approved by the Field Coordinator; * Ensures all rented vehicles are always properly maintained, roadworthy and clean; * Keeps track of the vehicles’ location and update the Movements Board, in collaboration with the Base Security Focal Point (BSFP); * Ensures the proper ordering, dispatch, use and follow up of logbooks; * Ensures that all fuel consumption and mileage data are monitored, consolidated, analyzed and reported for each generator; * Liaises with the Contractor to ensure that all maintenance intervals are respected for each rented vehicle, and archives a report for all the performed mechanical checks * Prepares the Monthly Log report by filling-in the parts within his field of responsibility, ensuring its timely submission to the DFCS, on a weekly basis. 5.Premises Management * To regularly inspect the office and other work premises, plan and supervise any maintenance and rehabilitation carried out within PUI premises; * To verify at all times the remaining stock of consumable across all PUI premises (i.e. sugar, toilet paper, stationery, cleaning supplies) and place requests for their re-stock; * Ensures timely payment of all office and guest-house utility bills; * Supervise and manage all staffs attached to PUI premises, such as watchmen, cleaners and drivers, and monitor their performances; * Responsible to officially welcome PUI Expats and Visitors on a mission to Benghazi, ensuring their safe arrival and accommodation. |
6.SECURITY Management
* Inspects and guarantees that all PUI premises and vehicles are equipped with proper safety & security tools and supplies (such as i.e. fire extinguishers, smoke detectors, first-aid kits) and follows up on their maintenance; * Delivers periodical security trainings to drivers, cleaners and guards, and carries out regular emergency drills. |
7.storage management
* Ensures all assets / equipment are properly received, serially labelled and registered, in compliance with PUI procedures and donors’ guidelines; * Ensures the good use and maintenance of all assets at base level in compliance with PUI procedures and following manufacturers’ user manual or internal user manuals if necessary * Ensures goods are properly stored, monitored, and distributed according to the “FIFO” principle; * Regularly inspects the storage facilities, in order to verify their compliance with PUI Storage Guidelines and SOPs; * Responsible to guarantee that all standard documentation related to stock is utilized and archived; * Performs physical stock inventories on a monthly basis; * Responsible to draft a complete Stock Report on a monthly basis, so as to share it with the DFCS and Program teams, for their necessary information; * Responsible to initiate requests for the repair of all broken / malfunctioning assets, and to follow-up on their status. |
8.IT Management
* Responsible to check that all office laptops are updated, and have an anti-virus software and Microsoft Office installed; * Manages the fleet of mobile keeping track of their expenditure; * Responsible to issue out phone credit to colleagues and visitors on a monthly basis and upon request; * Responsible to manage and to provide timely support regarding the Internet infrastructure across all PUI premises. |
9.Documentation and Reporting
* Ensure a regular tracking of relevant logistics indicators and shares them with the DFCS, for timely reporting; * Ensure a proper documentation follow-up and archiving, between the Base and the Coordination; |
