Position: Logistics Assistant
Work Site: Tripoli
Direct Manager: Location Manager.
Reports to: Logistics Officer.
Job Purpose
The Logistics Assistant reports to the Logistics Officer with support to the Location Manager, he will also manage and maintain the logistics stores in an orderly, accurate and efficient manner in order to be compatible with the database. It will also support security arrangements and access upon request which is assets related.
Requirements
Requirements for the HALO Logistics Assistant are as follows:
Essential:
- Good spoken and written English.
- Strong computer skills, especially in database management and MS Office (Word, Excel, Access).
- Attention to detail and the ability to keep clear and consistent written records.
- Ability to plan, organize and prepare supplies required for smooth operations.
- Previous international NGO experience
- Previous experience in procurement.
Preferred:
- Holds a valid driving licence if needed.
Responsibilities:
The Logistics Assistant is responsible for implementing the tasks below:
Logistics:
- Lead HALO accounting and ordering of kit and equipment in the location. Ensure operations are supported with kit and equipment required to carry out demining operations;
- Manage the HALO Libya fleet of light vehicles in the location including the scheduling of servicing and maintenance;
- Maintain stock cards for all non-capital equipment in the stores, recording the physical presence of items by their quantity and location and report in case of reduction of stock.
- Communicate requirements of Location’s heavy plant to the Fleet Officer;
- Maintain good relationships with a network of suppliers in the Area of Operations.
- Working with the central Logistics Officer to ensure the programme manages all equipment in line with HALO and global policies and contracts;
- Conduct 100% monthly stores checks with the Location Manager;
- Conduct weekly checks of operational team’s kit supported by the Operations Assistant;
- Ensure operations staff take good care of equipment and report any misuse of the equipment;
- Working with the Location Manager and Operations Assistant to ensure that ahead of deployment operations are supported with the necessary kit and equipment;
- Report equipment faults to the central Logistics Officer.
- Conduct regular checks of the locations consumables and communicate needs to the Location Manager.
- Assist the Location Manager in the submittal of PRFs to the central Logistics Officer.
Access:
- Support the Area Coordinator with receiving permissions and approvals from the local municipality and authorities in Tripoli;
- Notify the Location Manager as soon as possible when access and/or permissions may be revoked.
- Coordinate the movement of the location’s heavy demining machinery to task sites when required.
- Assist in airport transfers (potentially outside normal working hours).
Security:
- Work with the core management team to manage safety and security incidents in Tripoli;
- Support the Location Manager to maintain the physical security of HALO’s offices and equipment in Tripoli supported by the Area Coordinator.
It is also expected that you will carry out other duties as required where capacity and availability permits.
