Expected Duration of Assignment: 30th November 2020 with possibility for extension
Location: At project commencement the Logistics Officer may be home-based in Tripoli but as early as possible will work from a Crown Agents office to be established in Tripoli. The post will require short missions to the Crown Agents office in Tunis. Missions to municipalities in Libya are likely to be necessary to support the project team.
The Position:
The nature of the situation in Libya at present is that the post-holder will need to be very flexible, with a hands-on attitude in responding to requests for support. Such support will vary to match the phases of the project.
The job duties will include the following:
- Arrange office space and procure the necessary furniture and equipment
- In close coordination and oversight from the Operations Manager, assist in the organising of events such as workshops and trainings inside Libya, and where necessary, Tunis.
- Actively identify new vendors and suppliers for events including receiving quotes, and conducting analysis on best price and service.
- Receive training on the municipality assessment process
- Visit government bodies in Tripoli if required, with the Libyan Operations Manager
- Any other admin duties assigned by Operations Manager or Team Leader
- Maintain financial records and respond to requests for data from the Finance and Administration Manager in Tunis
- Keep detailed records of beneficiaries of the project in Libya
- Arrange payments as necessary for travel and accommodation to support this work
- Support workshops. This may involve arranging the logistics to have Libyans travel to Tunis or may involve setting up workshops etc. in Tripoli or elsewhere in Libya
- Provide local support to any Libyan consultants engaged by the project
- The post holder will also have a key role, with a procurement specialist (to be recruited), in supporting the expenditure on projects identified within each municipality. A methodology for this will be developed with the post-holder’s assistance.
Reporting:
The Logistics Officer will work in close association with the Operations Manager in Tripoli but will report to the Project Team Leader in Tunis. The post holder will be expected to have a close working relationship with the Finance and Administration Manager in Tunis.
Required Skills and Experience:
- The post-holder must have experience of working previously in a remote-management environment with an international organisation.
- Has a track record in supporting logistics of workshops and similar in Libya
- Excellent planning and timekeeping skills
- Demonstrated working experience of managing logistics in an international development setting
- Has demonstrated financial management skills on previous internationally-funded projects
- Experience of working with Libyan authorities at national and municipal level – ‘opening doors’, ‘making things happen’ in the Libyan context
- Experience of working with/supporting international and local consultants
- High standard of oral and written Arabic/English skills
The post holder should be free to travel to other parts of Libya on behalf of the project if the security situation permits i.e. ethnic, political or tribal background is not a barrier to travel to any of the three regions of Libya. Examples would be visiting municipalities where we would undertake further research or visiting a body such as the NIA office in Benghazi
