Action Against Hunger is a humanitarian association founded in 1979, the organization operates in 47 countries in the fields of nutrition, health, food security and livelihoods, water, hygiene and sanitation, mental health and healthcare.

In Libya, AAH is mainly implementing projects in the fields of water, healthcare and livelihoods. In order to implement its current projects, AAH is looking for a Logistics Officer with IT knowledge based in Tripoli

Qualifications

Degree/Training

University/College Qualification in the Logistic field or Equivalent Technical and/or Professional training and/or Information Technology (IT) or relevant professional experience.
Professional Experience Minimum 2 year of professional experience in Logistics  (  Facilities , fleet ,Equipment  and ICT )
General Skills Diligence – meticulous and detail oriented  – Good Organization Skills– Integrity – Sense of Confidentiality  and Discretion – Proactive  and Autonomous – Good Team Spirit  – Capacity to manage large quantities of  information  – Good Communicator – Able to Deliver Accurate information and messages
Specific/technical Skills Understanding of Logistics in General: Knowledge and Skills in, Facilities , Fleet , IT and Equipment Management
Language Skills Good written and spoken skills in Arabic and English
Overall purpose of the position Provide logistics Support in managing the Premises, fleet, and IT . In charge of the Inventory list for all base Premises

Line Manager : Logistics Manager
Geographic Scope of intervention Tripoli Area + Geographical areas covered by the mission (Benghazi, Sabha & Misrata) + travels and trips as required and requested by Logistics Manager.
Supervises Drivers

 

Mission 1 : Vehicle fleet management

Details of the responsibilities

  • Manage and supervise the allocation and the use of the equipment
  • Ensure proper tracking of movement is done through online system
  • Plan movements of vehicles in base on weekly basis
  • Organize and optimize the movement between the bases
  • Establish the work plan for the drivers
  • to coordinate with all bases and create the PL on the link for the base needs
  • Coordinate all fleet needs with the rental car provider and being the only focal point
  • To gather all fuel data from the logbook in the fuel data sheet, and to crosscheck with fuel tickets for the capital (invoices)
  • To compile the Fleet Monthly report
  • Prepare and Analyse the fuel consumption at base level for every car and take corrective measure if necessary
  • Carry out appraisal interviews for the drivers
  • Inform and report on a timely manner to the logistics manager for any security incident.
  • Ensure full compliance of AAH security rules for drivers (seatbelt use, speed limits, daily reporting, etc.).

 

Mission 2 : To ensure general maintenance of the Base Offices and Guesthouse premises

  • Supervise the building, rehabilitation and maintenance required for the functioning of the base and the living environment
  • Ensure supply of water, cooking gas for all premises.
  • To ensure safety of the equipment, training and assistance to users
  • Carry out needed repairs for the premises, done either directly or through contractors.
  • Ensure proper supplier relation for regular maintenance of the premises
  • Follow up on the third party (supplier) work done on the premises
  • Follow up on the contract termination of the building
  • Make sure that all utilities are functional and available (Electricity, Water, Gas, phone, internet etc.)
  • Make sure all premises equipped with first aid kit, fire extinguisher and other kits.
  • Make sure all premises are secure and protected from all threats (theft, electric surge, fire etc.)
  • Regularly check the premises (Office, guest houses, warehouse) for the maintenance needs
  • Controlling, following up on the consumables in the Base Premises.
  • Inventory follow up for the base premises (Office, Guest House)
  • Supervise the renovation and maintenance of structures needed for the functioning of the base (programmes, office, houses, stock)
  • Update inventory list in all ACF Premises

 

Mission 3 : Maintain a safe, qualitative and uninterrupted electricity supply to the ACF’s structure

Details of the responsibilities

  • Ensure that the Base offices and guesthouse have proper and safe electrical network
  • Support energy officer roving on regular energy system check
  • Organize and ensure maintenance on electrical facilities according to ACF procedures
  • Make sure all systems are protected for the safety of the persons and the equipment
  • Detect malfunctioning in the electrical network and fix them
  • Maintain all aspects of electricity supply through the distribution network, to the sockets and appliance
  • Support the programs when implementing an electricity system (solar system, battery back-up, etc..)
  • Conduct monthly power generator check-up and to ensure regular maintenance (Change oil, change oil filter, fuel filter, air filter, ..etc.) has been completed.
  • Ensure to maintain a proper level of fuel for generator.

 

Mission 4 : Provide IT support to the base users

Details of the responsibilities

  • Set up mailboxes and Printers on new laptops
  • Reboot the internet devices when needed
  • Perform simple technical tasks delegated by the Logistics Manager
  • Ensuring that all base workstations adhere to ACF’s IT standards
  • Ensuring that the necessary communication equipment is available in the base
  • Maintaining equipment (IT and telecoms) and conducting monthly checks to ensure that maintenance tasks have been completed
  • Monitoring and tracking the Base IT and telecoms resource pool
  • Installing and maintaining local networks at the base and network connected peripherals
  • Capitalizing on technical documentation on the network and internet connection to produce a detailed mapping
  • Implementing and supervising the data backup policy and related procedures across the entire base
  • Suggesting possible improvements
  • Report any technical problems with laptops and printers to the Logistics Manager
  • Training users on the correct use of IT resources and respecting IT security rules
  • Providing assistance to Logistics Manager for definition of IT requirements for future programmes

 

Mission 5 : In charge of the base Transport and field Stock management

Responsible for the following activities:

  • Supervision of all procedures and instructions of stock management and guarantee that the Kitlog’s storage procedures are respected
  • Keep all documents related to stock management up to date
  • Make sure that all items are stored in a way to be counted, and packed correctly respecting ACF standard and to record the stock movement, keeping the stock card update on a daily basis (in/out movement)
  • Check that the warehouse is clean and is regularly disinfected and ventilated.
  • Perform physical counts as and when needed
  • Complete the various dispatch documents.
  • Supervise the preparation, control and send the monthly stock report to the Logistics Manager, respecting the deadlines.

 

Mission 6 : Other Miscellaneous Responsibilities

 

Responsible for the following activities:

  • Respect of AAH Charter and internal rules
  • Assist in Monthly Reporting
  • Be committed to participate to any other work in order to achieve the project goal
  • Any other work duties assigned by Logistics Manager within scope of logistic issues

Internal ·       Hierarchical and functional manager: Logistics Manager

·       All Expat Staff / Visitors: Exchange of information and coordination regarding any support required for maintaining the guesthouse/warehouse up to standard.

External ·       Suppliers, Contractors, Daily Workers: Follow Up and exchange of information
