BACKGROUND: The humanitarian situation in Libya has deteriorated since the 2014 civil war. According to the United Nations 2018 Humanitarian Needs Overview, 1.1 million people require lifesaving humanitarian assistance and protection, including an estimated 170,000 internally displaced persons (IDPs), 401,000 migrants, refugees and asylum seekers, and 376,000 vulnerable host community. In September 2016, the IRC launched an emergency program in Misrata, Libya that provided medical care, medicines, and medical supplies in hospitals and primary health care centers (PHCCs). Since then, the IRC has expanded its programming to also include the provision of GBV prevention and response services and protection monitoring. The IRC’s programming has also been further expanded to Tripoli. The IRC envisages a humanitarian program in Libya targeting refugees, migrants and other war affected populations, with interventions designed to save lives and relieve humanitarian suffering, with a focus on health care and protection services.
The M&E Officer will report to the MEAL Coordinator and assist with the implementation of the baseline and end-line assessment, including monitoring and training of data collectors. The ideal candidate will have demonstrated experience in monitoring and evaluation and data collection preferably with good experience in designing and implementing baseline and end-line assessments. .
JOB OVERVIEW/SUMMARY: The Monitoring and Evaluation (M&E) Officer will be part of the Tripoli field office structure, responsible for data collection and analysis in Tripoli, Gharyan,and Zilten . The M&E officer will participate in a wide range of base line and end line assessment tool development, data collections. He/she will be responsible for the base line and end line assessments, analysis and reporting
RESPONSIBILITIES:
- Develop baseline and end line assessment work plans, data collection tools and data analysis plans.
- Analyze assessment data, based on the analysis plan and produce statistics and charts
- Provide regular updates and analysis of data to the program coordinators and managers to assess progress and suggest adaptations of the program
- Participate in the planning and implementation of survey and focus group discussions, key informant interviews including question design and review and selection of assessment responders
- Mange and train data collectors and ensure quality data collection, entry and verification of the accuracy of data collected at all stages of the assessments.
- Assist is software configuration, trouble shooting and others supports required during the assessment.
- Conduct frequent field visits to assessment sites to conduct data collection and support and build the capacity of the Tripoli-based team in use of M&E tools and ICT tools for monitoring (e.g. tablets) to collect data and analyze findings
- Draft and submit assessment reports
- Support the M&E and program staff in different assessments and data collection process
- Other duties as assigned by the supervisor to enable and conduct good assessments as per IRC standards

JOB REQUIREMENTS:
- Bachelor of Arts or Science in Social Science, Economics, Statistics, Computer Science, or related field
- More than 2 years of experience developing and maintaining M&E systems and tools and assessments
- Demonstrated experience and capacity in conducting field-level data collection and good experience in base line and end line assessment some experience in data analysis
- Previous experience in drafting reports
- Strong computer literacy, including proficiency in Microsoft Office 2007 and Microsoft Access.
- Demonstrated experience working with ICT tools to collect and analyze data
- Previous experience in mentoring and coaching team members
- Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
- Excellent interpersonal and problem-solving skills, creativity and flexibility
- INGO experience preferred
- Clear understanding of gender inequality, and issues surrounding violence against women and girls
- Experience of working with ODK/Kobo Toolkit, RapidSMS, GIS, etc preferred
- Fluency in English and Arabic required
WORK REQUIRMENT
The M&E officer will be based in Tripoli with frequent field visit to Gharyan,and Zilten .
