Première UrgenceInternationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads in average 200 projects by year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 7 million people in 22 countries – in Africa, Asia, Middle East, Eastern Europe and France.
Première UrgenceInternationale has been operating in Libya since 2017, particularly in the regions of Benghazi and, from 2019, in Al Kufra, to strengthen the resilience of the most vulnerable populations affected by ongoing crises, improve their access to essential services. The organization’s intervention in the country is built upon an integrated approach combining the provision of comprehensive primary healthcare services, psychosocial support, protection assistance, WASH activities, and infrastructure and rehabilitation. Première UrgenceInternationale develops public infrastructures’ rehabilitation and restoration in areas affected by several years of conflict. Additionaly, during the COVID-19 crisis in Libya, the organization adapted its intervention to include Infection Prevention and Control and COVID-19 awareness activities. |
Job Description |
Overall objective |
Under the direct management and supervision of the Area coordinator (AC), and under the technical management of Deputy Head of Mission for Programmes (DHOM-P), theMEAL Managers is responsibleof the MEAL related activities implemented in the Benghazi (BGZ) and Al Kufra (AKF) Bases. In coordination with programme team members, the MEAL manager is responsible for designing and supervising implementation of MEAL related activities in compliance with Mission’s MEAL strategy, including managing MEAL team members, ensuring MEAL practices are well integrated at base level, and ensuring MEAL tools and processes are harmonized across bases |

Support operationalisation of the mission’s meal strategy Training and technical support to meal team and programme team Monitoring and evaluation of PUI programs Accountability Learning HR management/capacity development Reporting / communication / representation

Specific objectives and linked activities |
SUPPORT OPERATIONALISATION OF THE MISSION’S MEAL STRATEGY
Support in operationalization of the 2022 MEAL Strategy Participate in developing a strategy in accordance with PUI country strategy and in link with PUI’s MEAL Approach. Participate in integrating MEAL strategy into Programming work at base level. |
TRAINING AND TECHNICAL SUPPORT TO MEAL TEAM AND PROGRAMME TEAM
Develop program teams’ capacities in the department’s field of expertise: data collection and analysis (method, format, software etc.), measure of indicators, feedback mechanism, etc. Deploy PUI’s MEAL Approach trainings and develop tailor training modules in link with the Mission’s needs. Provide program teams with a technical and methodological support for M&E activities, data management (questionnaire design, sampling, extraction of useful data and interpretation). Support program teams in creating or adapting tools for: Project Monitoring Tool, indicators monitoring, (MEAL plans and surveys). |
MONITORING AND EVALUATION OF PUI PROGRAMS
Contribute to the elaboration, review and harmonization of M&E tools, data management, especially in the PMTs (indicators table) and the MEAL Plans. Create / revise the tools needed to implement project’s monitoring (database, survey form …) and ensure that the monitoring tools developed work and are correctly used by the teams; Define / improve / monitor and ensure the quality of information and data collected in the field ; Support Programme’s teams in designing data collection studies (Baseline,End-line) to collect information on performance indicators and project results; Check relevance of reports, analysis, maps and recommendations produced. Propose adjustments, new activities to improve the quality of the operations or approaches, in consultation with PMs and program / technical coordinators. Upon ad hoc request from the program / technical coordinator, perform data analysis. Accompany teams in drafting project proposals and reports for donors. Be proactive in identifying innovative indicators and collection methods. |
ACCOUNTABILITY
Following guidelines from PUI’s Accountability to Affected Population framework: Manage team members in implementing the feedback and response mechanisms. Check that the key principles of the feedback mechanism are respected. Produce regular analysis of the complaints and feedbacks received. In coordination with the (AC) and (DHOM-P) teams, ensure that a AAP approach is respected by the programme team throughout the different steps of the Project life-cycle Work in collaboration with the program teams on the design and improvement of accountability mechanisms. Learning
Ensure that learning activities are included in the project activities Contribute to the preparation of kick off and learning meetings per project and ensure capitalization of its content. |
HR management/Capacity Development
Make sure that new staffs are briefed on MEAL’s roles and responsibilities. Participate in the evaluation and in the assessment of the performance of collaborators under his/her supervision Identify training needs Supervise and support MEAL teams in implementing their action plan and achievement of their objectives |
Reporting / communication / representation
Support in writing project proposals and reports’ paragraphs related to MEAL. Make sure the right reporting tools and formats are used and deadlines are respected. Represent PUI when asked and/or delegated to do so. In link with programs, support in developing articles, case studies and success stories. |
Team Management |
Number of people to manage and their position: 1 MEAL Officer and 2 Accountability assistants |
