Position Title: Medical Doctor.
Field Site: Misrata.

Job Summary:
The position holder is expected to serve as the team leader for the mobile medical team within the supported health facility/department. He/She reports directly to the country medical coordinator and is responsible for the technical and operational oversight of interventions within his/her assigned location. The medical doctor reports to the country medical coordinator.
Main Tasks:
1. Representation and Leadership
- Work as the team leader for the other medical providers deployed by IMC to ensure services provided are at par with MOH/WHO standards
- Participate and present case studies and provide analysis and interpretation of data to improve patient care and quality control
- Attend and participate within regular country and program meetings as scheduled
- Support the hospital to strengthen and/or establish an outbreak emergency coordination task force, by coordinating with the relevant hospital, authorities to activate and/or establish existing mechanisms such as the Infection Prevention and Control Committees
- Inform his/her supervisor of any needs in the facility for prompt action
2. Reporting
- Submit regular activity reports as agreed with the country medical coordinator
- Analyze and provide interpretation of data as part of his/her reporting tasks, thus contributing to regular activity and donor reports
- Provide verbal as well as written activity updates in compliance with IMC and donor regulations in a timely manner
- Review and confirm daily data collection reports pertinent to morbidities managed and services rendered
3. Training and Professional Development
- Collaborate with his/her supervisor to facilitate and deliver theoretical and practical training relevant to common morbidities in his/her area including but not limited to infection prevention and control, triage, and case management of COVID -19 disease and tuberculosis
- Mentor and conduct skills-building activities for clinical professionals on core competencies required for primary health care such as patient assessment and monitoring, instrumentation, infection prevention, and control, referral
4. Monitoring and Evaluation
- Maintain patient records through the digital platform used in recording patient health records
- Ensure that assigned staff for data collection for morbidities managed and services provided maintains relevant reporting in a timely manner
- Conducts regular team meetings in coordination with his/her supervisor with the clinical staff to ensure that there is timely reporting and resolution of gaps and issues identified
5. Technical Supervision
- Ensures that his/her area of responsibility adhere to relevant protocols which include but are not limited to patient flow and crowd control, infection prevention and control, timely submission of clinical staff roster,
- Ensures that universal precautions are followed at all times and enhanced infection prevention and control guidelines are adhered to, in compliance with the minimum safety standards to mitigate the spread of COVID-19disease
- Responsible for the adherence to clinical case management protocols by the clinical staff under his supervision including the rational use of personal protective equipment
- In collaboration with the nurse or midwife, ensures that appropriate disinfection and sterilization procedures are conducted by relevant clinical staff
- Adhere to IMC and MOH/WHO clinical protocols and ensure the medical team under his supervision are following them
6. Human Resource Management
- Ensure that the staff under his/her supervision comply with IMC’s HR Staff Manual including taking regular leaves to avoid end-of-project staffing gaps
7. Direct Service Provision
- Obtain appropriate information and maintain sufficient patient records as required
- Provide medical services in accordance with clinical case management guidelines
- Provide patients with correct information regarding his/her conditions and ensures patient confidentiality
- Conduct initial assessment and refer patients suspected to have COVID-19 disease to appropriate COVID-19 facilities
- Supports in the follow up of ambulatory/stable patients with complicated or complex cases coming back for OPD consultations
- Support the nurse/midwife in conducting regular health education sessions for health staff and beneficiaries
8. Project Development and Improvement
- Call the attention of his/her supervisor to gaps, issues, and challenges which needs to be addressed under the ongoing project
- Provide insights and recommendations which may improve services and can be included in future interventions
- Submit weekly activity plans in a timely manner to his/her supervisor in accordance with the project objectives
9. Other Duties
- Any other duty deemed necessary for the fulfillment of program objectives as discussed with the supervisor
- Ensure application and compliance of security protocols and policies, including the provision of daily updates to security focal point and supervisor
Qualifications and Skills:
- A registered medical doctor with experience working within the primary health care level or obstetrics/gynecology preferred (please require copies of qualifications)
- Female candidates preferred
- Willing to work in resource-limited, multi-cultural, and conflict-affected settings preferred
- Experience working in the NGO sector is desirable
- Clinical experience of at least 4- 5 years
- Proven skills to perform clinical procedures such as minor surgical procedures
- Experience in mentoring and facilitating other clinical staff is desirable
- Team player a must
- Strong organizational and communication skills required
- Native Arabic speaker essential, fluency in spoken and written English desirable
- Familiarity with the MOH health care system essential
- Proficiency in basic computer systems such as MS Windows and relevant computer applications such as MS Word, Excel, and PowerPoint as well as Outlook essential
OTHER COMMENTS:
Prevention of Sexual Exploitation and Abuse Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps. Any other duties that may be assigned from time by supervisors
