SCOPE OF WORK

Libya Local Governance and Civil Society Activity Medical Waste Incinerators Operations and Maintenance

Project Background:

The Libya Local Governance and Civil Society (LGCS) Activity will support the foundation of a more unified Libyan state by prioritizing local-level activities that foster stability and accountable governance while reinforcing positive linkages among the national government, subnational government administration, and citizens. LGCS works to increase the Libyan Government’s ability to deliver essential services and promote stability. It seeks to help citizens engage in public dialogue, prioritize resources, and develop initiatives to hold government accountable. To achieve these goals, LGCS will center its activities around four objectives:

Strengthen the capacity of targeted municipal institutions to deliver services and be more responsive to citizen needs
Empower Libyan citizens, civil society organizations, private sector, and other stakeholders with the skills and capability to advocate for government institutions to deliver on their
Encourage coherence of national and subnational government policy, systems, and coordination through pilots advancing targeted policy reform. Strengthen national and subnational decentralization policies, systems, and, and coordination
Inform Programming through a robust learning and analysis

Purpose:

Advise and train 10 municipalities (Albayda, Bani Waleed, Benghazi, Ghadamis, Sebha, Tajoura, Tripoli Center, Zliten and 2 TBD municipalities) and their staff (municipal and hospital or clinic staff) from select municipalities on how to install, operate and maintain the medical waste incinerators that have been provided by the Taqarib project.

Responsibilities and Key Tasks:

Conduct in-person training at each of the 10 municipalities for 2 days each for a total of 20 days on the installation, operations, and maintenance of the Medical Waste units. Training will include at least 5 personnel from the selected municipalities and their hospital or clinic partners. The trainees must attend both days of training for 8 hours per
Develop pre and post test questions in both English and Arabic from the materials already submitted by supplier. These questions will be provided to the trainees before the course starts and at the completion of the
Ensure this equipment is fully operational and functional prior to departing each
Provide weekly progress reports by no later than 1700 hours each Wednesday.
Provide final report within 2 days of the completion of this

Deliverables and Level of Effort:

Conduct training 8 hours per day, for 20 days for a total of 2 days at each municipality that has been selected. The training material will be materials already developed by the manufacture in Arabic and English. The STTA must develop pre and post test questions and correct them at then end of each 2 day training.	20 Days to complete the course work as well as to complete and answer all questions. 1 Day to complete and design the pre and post test questions.
Provide a weekly report each Wednesday by 1700 hours to the Objective 1 Team Leader.	2 Days
Travel Between the municipalities	4 Days
Final Written Report to the Objective 1 Team leader	2 Days

Mandatory Requirements:

Must have a BS Degree from an accredited University in Engineering, Construction Management or Business Management.
Must have 5 years of experience in Project Management, construction management, waste management or business management.
Must read, write, and understand Arabic and English
