Handicap International (HI) is an independent and impartial aid and development organization working in situations of poverty and exclusion, conflict and disaster. WORKING CONTEXT:
In Libya, the support to the most vulnerable individuals, including people with disabilities or injuries is a priority for the humanitarian community working in the country. HI is currently implementing several programs in Tripoli and Benghazi, supporting vulnerable persons and their families such as people with disabilities (including people living with mental health problems), people with chronic diseases, older persons and displaced persons and families. Activities include provision of comprehensive rehabilitation services including physical therapy and psychosocial support, provision of assistive & mobility devices as per needed; capacity building, technical support and donations of assistive devices and/or materials and equipment to health partners; training on inclusion principles to other humanitarian actors and health workers;
Since early 2019, HI has implemented a three-year project entitled ‘Action for Mental Health Assistance in Libya’ (AMAL) as part of wider initiatives to improve the access and quality of health care services in Libya. Implemented in partnership with the Libyan Ministry of Health and a Tunisian NGO, the overall objective of the project was to allow the most vulnerable people in Libya from host communities, those internally displaced and returnees and migrants, suffering from mental health disorders/psychosocial disabilities to regain or to preserve good mental health by accessing quality interventions at community level, primary health care level, and secondary and tertiary level. From July 2020, HI also has started a project to improve provision of MHPSS services at community level. This project will strongly rely on Libyan Civil Society Organizations.
HI is also involved in Humanitarian Mine Action (HMA) activities, HI supports the Libyan Mine Action Centre (LibMAC), UNMAS and other ministries in developing a victim assistance strategy and action plan. As a response to increased ERW related accidents, HI is also resuming its Risk Education activities in greater Tripoli in November 2020. In the frame of victim assistance, HI is starting a capacity building program on MHPSS and early rehabilitation for selected health facilities in Tripoli and Benghazi.
The post holder will be expected to travel regularly between the 2 operating areas of HI in Libya, i.e. Tripoli and Benghazi, with additional visit to Tunis, where is based HI Maghreb regional office. This being said, important challenges exist, which might restrain regular movements. Indeed, since March 2020, heavy sanitary measures have been enforced both in Libya and Tunisia, such as border closures and travel restrictions, disruption of supply chain, lockdown, curfews, movement’s restrictions and social distancing.
MISSION:
In the framework of HI Libya strategy to “Enhance the safety and well-being of vulnerable, conflict affected populations in Libya”, the mental health and psychosocial (MHPSS) intervention consists of:
- supporting vulnerable persons in any situation which causes psychological distress and/or mental health disorders;
- preventing mental health and psychosocial related complications including psychosocial disability and other longer term mental health problems;
- supporting personal psychosocial capacities to cope with the crisis event and consequent situations;
- supporting the Ministry of Health as well as Civil Society Organizations in developing quality MHPSS services.
OBJECTIVES OF THE POSITION
As part of the program’s technical unit, the Mental Health and Psychosocial Support (MHPSS) Supervisor will be responsible:
In coordination with the MHPSS specialist:
- To build and monitor the capacity of the psychosocial workers (PSS) to provide appropriate psychosocial support to vulnerable persons including persons with psychosocial distress and/or physical disabilities, both children and adults and their caregivers
- To support and supervise PSS trainers of the project
- To support the MHPSS Technical Specialist, project managers and officers as well as the PSS workers in the planning, delivering, monitoring and reporting of MHPSS activities.
- To ensure the quality of MHPSS activities and services.
- To lead the mapping and updating of service providers lists for beneficiaries’ referral.
- To train, supervise and support identified stakeholders in the provision of appropriate mental health and psychosocial support to vulnerable persons including persons with disabilities and injuries.
- To support the assessment of needs and the identification and assessment of potential partners, facilities or cooperation opportunities
- To professionally represent Handicap International at all times, and be involved in the dissemination of information about HI activities in Libya to appropriate persons including beneficiaries, community leaders, other organizations and officials as required.

KNOWLEDGE/EXPERIENCE REQUIRED
Essential
- Degree or diploma in Psychology or related psychosocial
- Minimum of 3 years of relevant professional experience, such as:
- Experience in planning, developing and implementing MHPSS related training.
- Experience in supervising and/or monitoring MHPSS related interventions.
- Experience in community work and participatory approaches, and good knowledge of advocacy/ community mobilization methods and tools.
- Previous experience with international or local NGOs and working in cross-cultural setting.
Desirable:
- Demonstrated commitment to high professional ethical standards and humanitarian values.
- Understanding of a comprehensive approach of vulnerability and disabilities issues and their interactions with psychosocial consequences.
- Good understanding of international MHPSS standards
- Experience in development of IEC materials.
- Computer literacy with demonstrated experience in utilization of Microsoft Office – Word, Excel, PowerPoint and Teams (A test will be administrated).
SKILLS REQUIRED
- Fluency in spoken and written English is essential (The test and interview will be held in English)
- Excellent communication and representation skills.
- Ability to propose workable solutions and identify their implications (positive and negative).
