Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads in average 200 projects by year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 7 million people in 22 countries – in Africa, Asia, Middle East, Eastern Europe and France.
PUI Libya mission started implementing operations in East of Libya (Benghazi area) in 2017 and developed an emergency health response that provides primary health care services to the most vulnerable population. PUI’s intervention focuses on health care through the deployment of Mobile Health Teams (MHT) delivering direct services to internal displaced populations and their host communities, migrants, refugees and asylum seekers. PUI Health intervention consists of general practitioners consultations, adequate treatment provision, sexual and reproductive health services, integrated management of Childhood Illness, psychosocial support interventions. Furthermore, PUI is reinforcing sensitization, communication and prevention on health and hygiene related topics within the communities. In 2019, PUI Benghazi office is starting a new project called Evidence Based NCD care, a model for PHC in Libya with the objective to enhance access to Non Communicable Disease health services in the PHC level in the target area. The project includes 2 health facilities and 2,000 patients will benefit from the services.
Since 2018, PUI intends to extend its area of intervention to eastern and southern Mantikas in East of Libya to better reach out the most vulnerable. For that purpose, PUI conducted an exploratory mission in the Al Kufrah region (south-east Libya) in order to identify the specific needs of this isolated area and develop an adapted humanitarian response. Thus, PUI will soon start implementing comprehensive health related activities to ensure a continuous access to essential care. PUI’s Al Kufrah’s action will combine three levels of intervention: (1) Direct service delivery of primary health care by one MHT through an outreach approach targeting the vulnerable population, (2) At community level, PUI will deploy a network of community health workers (CHW) that will facilitate and optimize the work of the MHT through sensitisation, screening and referral activities; and (3) At health facility level via technical support. The operation will start in Autumn 2019 after a three month inception phase including capacity building of the team and installation of a PUI office, composed of a full management and health team.

Overall purpose |
The Mobile Health Clinic Team Leader (MHC TL) will organize, supervise and support the entire clinical team, which will consist of (in its entirety) a nurse, a mental health officer and a health promotion officer. The MHC TL will ensure that daily clinic activities follow Première Urgence International’s technical standards, protocols, policies and procedures.
In addition to the supervision duties, the MHC TL will also be expected to perform clinical duties relevant to his/her role as a medical doctor.

Specific Responsibilities |
1. FULFIL EXPECTED CLINICAL AND RELATED DUTIES
· Establish personal rapport with potential and actual patients and their relatives; · Assess and diagnose patients by taking history, physical examination and basic available investigations; · Carry out first aid care and treatment according to protocols; · Provide recommended treatment using National guidelines and protocols, PUI protocols and International protocols; adjusted to the individual needs of the patient and at lowest cost · Refer patients to Secondary Health services according to the assessment, and assure referral documents accompany the patient; · Follow up retro-information after referral of patient with the referral facilities · Refer patients to the Mental Health Officer for mental health psychological support according to the needs; · Identify Gender Based Violence victims and collaborate with the reproductive health officer for treatment; · Provide individual health education to patients concerning their health, treatment and prevention of diseases; · Document collected patient information and prescribed treatment on health cards and other records; · Support in various data collection; · Maintain and promote patient confidentiality regarding patient information and records; · Adhere to infection-control policies and protocols, medication administration and storage procedures, and controlled substance regulations; · Adhere to diagnostic and therapeutic standards; · Ensure coordination and continuity of care through verbal and written reports and coordination with Nurse, MHO and other Health team members; · Give technical supervision to Nurse and other health Collaborator; and ensure the follow-up of protocols; · Assist in the training of other health team members; · Keep up to date with medical developments, new treatments/medications and protocols and guidelines; · Maintain a safe and clean working environment by complying with Universal standards, procedures, rules, and regulations · Ensure operation of equipment, and report to her/his supervisor in case of damage or not functioning · Participate actively in meetings and trainings when required; · Perform other clinical relevant duties as requested by supervisors

2. SUPERVISE THE CLINICAL TEAM’S DAILY ACTIVITIES
· Supervise the provision of clinical services, ensuring adherence to clinical protocols as outlined by national and PUI standards, which will be conducted in collaboration with the Medical Coordinator and the program manager; · Supervise, monitor and actively participate in infection control and hygiene procedures and ensure adherence to national and PUI standards; · Supervise all team members, including the cleaners, in ensuring all medical waste management standards and protocols are adhered to. · Ensure all team members adhere to allocated work schedules; · Assist in identifying knowledge and skill gaps and clinical training requirements; · Participate regularly in training and information sessions; · Supervise data registration and data collection; · Provide support to the Information Management Officer and the program manager in ensuring collection, storing and securing of all clinical data · Ensure the motivation and cohesion of the clinical team; |
3. OTHER DUTIES
· Help in assessing and identifying beneficiaries needs · Participate in epidemiological surveillance · Reports concerns or requests from the target population · Report on humanitarian assistance, mapping and overlapping with national and international actors · Follow safety and security rules on-base and transmit all safety and security information to the Program Manager
In General, the Collaborator has to remain flexible and to perform any other duties as required for the good care of patients
